Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. Job overview The South East London Cancer Alliance (SELCA) is looking to appoint an Assistant Project Manager to support the development and delivery of key projects within the Early Diagnosis Programme. The role will be primarily responsible for supporting the delivery of the South East London Community Pharmacy Pilot working across both Primary and Secondary Care. Where required, there will be the opportunity to support additional projects within the Early Diagnosis Programme, which is likely to include Targeted Lung Health Checks (TLHC). Main duties of the job The post holder will join the SELCA Early Diagnosis Programme team supporting the delivery of transformational change, focussing on workstreams which aim to increase the earlier detection of cancer and improve the quality, outcomes and experience of people presenting to and accessing cancer services in South East London, including addressing health inequalities. The primary responsibility of the post-holder, will be to support the delivery of the Community Pharmacy Pilot, which sits within the SELCA Early Diagnosis Programme of work. The pilot aims to evaluate the opportunity for earlier cancer diagnosis through direct referrals from Registered Pharmacists to Secondary Care. This project will contribute to a national pilot, which includes a number of projects across the country. The ability to work in a cross-cutting multi-organisational setting to facilitate organisational and service change is vital to the success of this role. In addition it is essential that the post holder is able to think, act and work flexibly whilst maintaining a clear view of overall priorities. The role will be based in the SELCA Team’s SE London office (Great Dover Street), but will be expected to travel to trusts or meetings within SEL as required. The job holder will be able to work from home for a proportion of time, and this will be agreed on a flexible basis. SELCA works to strengthen collaborative working to: Share learning Develop a unified vision for cancer services in SE London Establish consistency of standards for pathway management, clinical protocols and provision of cancer treatments Reduce unwarranted variation and address health inequalities Optimise use of diagnostic capacity across the system Improve patient engagement and experience The SELCA Early Diagnosis Programme focusses on workstreams, which support the national ambition of 75% of cancers being diagnosed at Stage 1 or 2 by 2028. The key programme areas include a focus on increasing the uptake of cancer screening, raising public awareness of signs and symptoms of cancer and improving primary care referral practice. Detailed job description and main responsibilities Project Management · Support the development of project plans and the delivery of agreed milestones and objectives. · Provide project management expertise to the individuals in the project team and ensure that the leads have clear responsibilities, priorities, timescales and track delivery. · Organise project meetings, ensuring that regular meetings are established, reports are produced and disseminated in a timely way and actions are followed up. · Lead service level workshops with admin, management and clinical teams. Produce presentation material and follow up information to introduce change projects and delivery plans. · Communicate information on the delivery progress of the project(s) to key stakeholders as required. · Provide scheduled highlight and exception reports per project, tracking milestones, for circulation to more senior project leads · Identify risks and support actions to mitigate these in order to ensure successful delivery to time, cost and quality. · Use appropriate project management practices in order to deliver the project. · Organise and monitor project resources to ensure their effective use while delivering against agreed objectives. · Co-ordinate minutes, agendas and papers for distribution in preparation for meetings, ensuring this is done in a timely manner. · Support evaluation and audit of projects across sites and organisations. Financial management · Support the management of contracts, specifications for tenders and awarding of new contracts as required by the senior programme manager. · Actively monitor expenditure against budget and address problems at an early stage as required by the senior programme manager. · Support the commissioning and procurement of products, equipment, services, systems and facilities, as required for the delivery of the project. Staff and stakeholder management · Support engagement plans for project to proactively ensure that positive and effective relations are developed and maintained between members of the team, all clients and key internal and external stakeholders throughout the project. · Support strategies to achieve acceptance, consensus and alignment of views, both formally and informally from senior managers and clinicians. · Support delivery plans and ensure these are regularly updated for all projects. · Provide leadership to the project team, assigning responsibility for individual pieces of work, providing day to day technical support and balancing the workloads of individual team. · Support specific project management training and model practices to both internal staff members and external stakeholders and partners. Information management · Monitor and maintain project information management systems · Maintain data collection systems that will provide accurate and timely data, including quantitative and qualitative data. · Maintain databases required by the project. · Interpret policies and protocols to support the project that are consistent with Trust standards. Strategy, change and service improvement · Support the development of a project strategy including research and development to identify, develop and promote best practice. · Manager test and review of new concepts, models, methods, practices, products and equipment. · Support innovative methods to gain patient and public involvement to inform service direction, improvement, user satisfaction and as a tool for performance management. · Regular horizon scanning of best practice and ways of working within the sector and within project management. Personal Development · Maintain up to date knowledge of a range of skills including service improvement techniques and be responsible for developing and maintaining own CPD programme. Research and Development · Undertake primary and secondary research, audits and evaluations as required. General · Autonomy for specific areas of the programme, to assess the impact of change and make decisions, balancing risks and priorities · Provide advice to the Senior Programme Manager. · Proactive in identifying and addressing issues which are significant within and across directorates. Person specification Qualifications / Education Essential criteria Educated to masters level or equivalent knowledge, skills and experience. Formal qualification in Project management (e.g.PRINCE 2) at practitioner level or equivalent knowledge, skills and experience. Previous Experience Essential criteria Evidence of managing successful project and / or operational performance and improvement; including the development and monitoring of output and outcome measures. Project management experience in managing specific services including design, development, implementation and management of change in a multi-professional environment. Skills / Knowledge / Ability Essential criteria Knowledge of operations and / or project management methodologies and techniques. Understanding and track record of successful change and project management. Effective people and project management skills. Excellent interpersonal, communication (written, oral, presentation, facilitation), networking and negotiation skills. Excellent organisational skills and the ability to prioritise, meet deadlines and delegate effectively.
