PCS is looking to recruit a Finance and Budget manager. We require a qualified accountant with a minimum of 3 years' post-qualification experience, ideally gained in a not-for-profit organisation. As an experienced people manager, you will motivate and manage the Accounting & Budgeting and Payroll teams to provide a high standard of service. SALARY AND LOCATION o Band 4, London, Spine points 27-23 Regional Spine points 30-26 o London Salary: £49,299 p.a. rising to £56,079 p.a. o Regional Salary: £45,570 p.a. rising to £51,459 p.a. o Based: PCS London (Clapham) or Leeds SUCCESSFUL CANDIDATES WILL BE ABLE TO DEMONSTRATE: o Accountancy qualification (ACA, ACCA, ACMA, CIPFA) and a minimum of 3 years' post-qualified experience. o Experience of working in an organisation characterised by multi cost centres, annual and long-term budget cycles o Management accounts production including compilation of year end accounts and external reports o Experience of payroll processes, project management and external audit THE MAIN DUTIES OF THE FINANCE AND BUDGET MANAGER ROLE INCLUDE: o People management including induction, work allocation, appraisal and conduct o Support the Head of Finance to ensure the production of all summary financial information o Produce the year end accounts for the Financial Report o Prepare the annual budgets and online budget reports for budget holders o Administer the statutory annual audit processes o Production of the VAT returns and filing of the Corporation tax o Manage the month-end close process, including accruals, prepayments, and other accounting adjustments o Maintain the fixed asset register and related depreciation schedules o Conduct monthly accounting for investments o Manage deferred income and maintain the rental income schedule o Oversee management of the timely and accurate processing of the payroll within PCS CLOSING DATE: AT 12 MIDDAY ON MONDAY 12 AUGUST 2024 Applications for the role of Finance and Budget Manager must be received by the closing date and time specified. Regional Spine points 30-26 Regional Starting salary £45,570 p.a. rising to £51,459 LOCATION: PCS Clapham/Leeds PURPOSE OF THE JOB: o To effectively manage the Accounting & Budgeting and Payroll teams within the Finance department o Manage the compilation and production of all management accounts, budgets and annual reports o Ensure the integrity and completeness of the accounting records o Ensure compliance with taxation rules, regulations and accounting standards RESPONSIBLE TO: Head of Finance, Band 5 RESPONSIBLE FOR: Band 3 Accounting & Budgeting Officer and Payroll Manager CONTACTS EXTERNAL: PCS members, elected officials and potential members. Employers, legal and other advisors, auditors, financial institutions and investment managers INTERNAL: PCS staff and managers MAIN DUTIES AND RESPONSIBILITIES 1. PEOPLE MANAGEMENT o Manage work allocation and workflow of the Accounts & Budgeting and Payroll team o Motivate and manage direct reports and teams to provide a high standard of service o Check work standards and maintain consistent quality of delegated tasks o Seek to continuously improve the effectiveness and efficiency of the managed teams o Through induction, the appraisal system and one-to-ones, identify staff training and development needs, train or organise formal/informal training o Proactively promote diversity and equality in line with the wider PCS approach o Apply the staff conduct policies as and when required e.g. discipline, grievance, capability, dignity at work and IT security policies o Provide advice and deal with complex issues related to staff management including disciplinary or grievance as directed by Band 5 o Ensure that the health, safety and welfare of staff is maintained and improved, in accordance with PCS and statutory policies 2. FINANCIAL MANAGEMENT Support the Head of Finance to ensure the production of all summary financial information is produced by the Accounts & Budgeting team: o Production of management accounts at frequencies and specification determined by organisational requirements. Produce commentaries and monitor budgets o Creation of ad hoc reports for Senior Management, the Finance Committee and the NEC as required by operational requirements o Produce the year end accounts for the Financial Report o Production of annual returns to the Certification Officer and other finance reports, as required o Prepare the annual budgets & online budget reports for budget holders o Administer the statutory annual audit processes o Manage assigned projects effectively and within the stipulated timeframe o Assist in production of long-term financial plans subject to organisational requirements o Production of the VAT returns and filing of the Corporation tax o To ensure all service level agreements are adhered to by the department, and developed where necessary 3. PAYROLL o Oversee management of the timely and accurate processing of the payroll within PCS including: o Financial queries - salary, expenses, etc. o Posting of all payroll cost into the accounting system (including variations) o Timely payment and accurate processing and submission of all end of year returns and payments o Liaise with the payroll manager and the pension scheme administrator, to ensure all schemes operate effectively and comply with best practice o Liaise with pension scheme trustees and professional advisors 4. FINANCIAL SYSTEMS o Review and implement financial controls as required o Ensure the integrity, security and completeness of the finance systems are maintained o Manage the month-end close process, including accruals, prepayments, and other accounting adjustments o Maintain the fixed asset register and related depreciation schedules o Conduct monthly accounting for investments o Manage deferred income and maintain the rental income schedule o Perform balance sheet reconciliations o Conduct variance analysis 5. FINANCE TRAINING AND GOOD PRACTICE o Organise and participate in periodic financial training programmes for budget-holders and members 6. COMMUNICATION o As necessary, represent PCS and liaise with outside bodies o Provide financial information as required by other areas of the Union, in particular budget-holders, or other bodies o Engage with and support Finance Departments service users to ensure they have the understanding of financial processes, budgeting, reports and other information they require 7. TEAM WORKING o Proactively promote team working o Initiate, organise, lead and participate in team meetings as appropriate o Maintain high levels of confidentiality of sensitive issues at all times o Provide assistance to team members 8.
