About The Role You will lead a service dedicated to achieving the best possible environmental outcomes for the borough by enabling the borough to become a circular economy borough with an ultra-low waste output. Hounslow has committed to being a Net Zero Council by 2030 and your work to reduce the boroughs waste is critical to the delivery of our climate ambitions. Bringing with you extensive knowledge of the waste industry, you will be able to demonstrate an ability to create and implement innovative practices and policies that enable our residents to maximise the waste they recycle and reduce residual waste. You will manage the council responsibilities and ensure that the Council fulfils both its statutory and non-statutory functions for these services such as: Waste Management, Amenity Sites and associated delivery, developing Hounslow’s Circular Economy working with a range of delivery partners. Experienced in working collaboratively with partner organisations, suppliers, and our communities to deliver outstanding services, you will inspire behaviour change and lead services and the agenda demonstrating the Council’s values. You will shape, implement, and deliver corporate policies and the Councils vision and priorities for these service areas, and will contribute to the delivery of the wider responsibilities of the Environmental Management division as a member of the divisions senior leadership team. About The Team You’ll Be Working In The role and Team are situated in our Environmental Services division, working with the Assistant Director for Environmental Management to ensure services are integrated at the point of delivery, and at the strategic planning level. You will promote a philosophy of putting our residents first at every opportunity and to put in place arrangements that involve residents, businesses, and services users in the development of environment-based services. You will manage a team of 4 Waste and Recycling Managers, leading on waster and recycling related education and engagement, project management and performance to fulfil the Council’s statutory responsibilities in respect to; Waste Management, Recycling and Circular Economy throughout the borough. You will also ensure and contribute to this provision across the division as part of the division’s senior leadership team. Your team will resolve the most complex and high-level issues, including where conflicting priorities exist so that they are resolved effectively, and precedents are set for the resolution of similar issues and reflected in appropriate policies and procedures. You will be able to demonstrate as a Head of Service(s) in the environment field with a strong track record of working on environmental change projects and leading high value service provision contracts. You will bring experience of business partnering, working within a complex environment of providers, with experience of working within complex organisations, bringing relevant skills and experience to the role. You’ve developed excellent project and performance skills, and with them can demonstrate a track record of implementing excellent tactical solutions. You will have a degree or post graduate diploma or qualification in environmental science or waste/resource management or a related subject relevant to the requirements of the post or demonstrable or proven experience as a Head of Service or similar role in waste and recycling services and management. You will be qualified in an Environmental discipline; or you have a relevant degree, or demonstrable work-based experience that evidences an equivalent level of attainment and competence. Be a qualified Project Manager, familiar with Agile and other project management methodologies or can evidence an equivalent level of experience and competence.
