The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.
It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.
When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.
Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:
As a Highways Officer you can make your own powerful contribution to Westminster’s success. Supporting the coordination and delivery of a number of interconnected highways projects, and undertaking a range of reporting services for the highways team, you’ll promote strong partnerships with our local communities, schools, businesses and other stakeholders as you support transport programmes that offer excellent value for money.
Liaising with internal and Government departments, regional and local authorities, other statutory bodies, residents’ and business associations and other organisations, it will be your task to develop and implement highway projects, proposals and initiatives. We’ll also expect you to commission external service providers to deliver specific projects, ensure that agreed contract processes are adhered to, specifications and objectives are clear and funding is approved.
But your work won’t stop here – you’ll also see that project management methodologies are applied throughout the delivery cycle, work that will include developing plans, establishing effective governance, managing dependencies and risks, and ensuring that robust financial and performance reporting systems are in place. Working with service providers to compile project progress reports, you’ll also prepare briefings, Freedom of Information responses and replies to press enquires.

About You:
With five GCSEs (or their equivalent) including Maths and English, and evidence of continued professional and personal development, you’ll have well developed experience of managing and delivering transport related projects and programmes. You should have knowledge of the functions of a highway authority, and in addition to being capable of working on multiple priorities in a busy, fast-paced environment, you’ll be ready to work with a diverse range of stakeholders.
Your communication and English language skills will allow you to build excellent relationships with everyone you work with, while your ability to think independently and strategically will see you offering new ideas and challenging the status quo. A confident problem solver, your collaborative team working skills will see you having a positive influence on the direction of our business objectives.
This is a role where you’ll be required to maintain key documents and write clear and effective summaries, so we’ll expect you to have excellent administration skills. And in addition to a good understanding of project management processes, you should appreciate the needs of our customers and how these relate to the delivery of our overall business strategy.
