HMRC is the UK’s tax, payments and customs authority and we have a vital purpose: we collect the money that pays for the UK’s public services and help families and individuals with targeted financial support. Covert Operations, Digital Exploitation (CODE) sits within HMRC’s wider Fraud Investigation Service (FIS) responsible for the department’s civil and criminal investigation work. FIS ensures that HMRC has an effective approach to taking on the most serious tax evasion and fraud. Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime. As part of CODE, Cybercrime and Forensic Services provides comprehensive forensics services to support FIS operations. This includes, but is not limited to, the capture and preservation of data from digital devices (such as mobile phones, laptops, USB storage media, network storage, and vehicle infotainment systems), as well as the subsequent processing and analysis of resultant data to provide actionable evidence. Traditional forensics (fingerprinting, DNA etc.) also form a crucial part of the services we provide. The Cybercrime and Forensic Services team is a large, diverse team of driven, talented people all striving to achieve common goals within a dynamic law enforcement arena. It consists of several specialist teams, differing work environments and various locations with main offices in Stratford and Nottingham. Managing such an expansive and diverse area brings challenges outside of the BAU Forensics. Ensuring a consistent approach to development, opportunity, inclusion, and skilled work can be challenging for technically focused managers. The job holder will therefore work in addressing challenges connected to People Surveys and HR based assessments. A pivotal task will be ensuring consistent management and education around behaviours, BHD and EDI are implemented allowing a fair and positive environment to flourish, whilst supporting technical managers to achieve the same. All aspects of EDI are vital to the aims and objectives of HMRC. The jobholder will lead on these aspects, building, implementing, and supporting an action plan to manage these objectives, ensuring they are achieved across this diverse technical workforce. Additional challenges outside of BAU will fall within this remit. Engagement at a senior level across CODE and FIS is essential to ensure HMRC behaviours run throughout all that we do and are championed from a senior level. Reporting to the G6 Head of Forensics, the responsibilities of the G7 People Lead role shall include, but not be limited to: Demonstrating a fundamental knowledge of the forensic environment, how work is carried out and the types of workflows that exist to deliver forensic services. With that foundation of knowledge, the job holder will work closely with the rest of the Cybercrime and Forensic Services senior leaders to help shape a team that is driven, supported, and led in a fair, equal, consistent and inclusive manner. This in turn will enable the team to provide the best forensic services to the business. The job holder will have direct line management themselves but in addition will be responsible for supporting all Managers to properly implement PDC’s and maintain an awareness around HMRC behaviours, conduct and EDI issues. The role will therefore lead, drive, and ensure fair development and inclusivity exists across the whole team. This will involve working in a challenging forensic law enforcement work area, understanding that work area, and working closely with the technical based Senior Officers. The role involves guiding them on EDI and behaviour associated skillsets and how to implement that into their day-to-day practises. Where EDI/Behavioural/BHD based challenges arise on the team, first contact and initial ownership will remain with the line manager. The G7 People Lead will however provide a visible and approachable presence to support and advise. Where necessary, they will be required to step in and take lead on sensitive issues that can be challenging to managers, whilst they endeavour to carry out Forensic practice in a pressured environment. Providing support to Technical managers regarding these matters, the job holder will allow the Technical G7’s leads to deal with the more practical Forensic based issues. The job holder will play their part in a dynamic Senior Leadership team. Their role will be to bring the voice of the team to the table and help our technical leads to then shape the way we perform forensics whilst knowing the team is united and working in a positive, inclusive environment. Together, as part of a united SLT the G7 People Lead will assist the G6 ‘Head of Forensics’ to best lead our team ensuring strategies that support initiatives around EDI are implemented and maintained. This role will lead on the implementation of a ‘People Group’, an additional avenue to provide the team with a voice around issues outside of Forensics. The job holder will be responsible for building this group from within the team and ensuring they can act as an approachable voice on issues larger than those dealt with by managers within 1-2-1 PDC based discussions. The job holder will ensure concerns are listened to, addressed and visible actions are implemented. Training available to Cyber crime and Forensic Services staff, oriented towards HMRC goals around EDI, codes of conduct and management support will be directed and supported by this role. Regular attendance at online/face to face events in this area and conducting research to establish the educational tools that are available, will play a large part. In turn this will enable the jobholder to then bring such initiatives into Cyber crime and Forensic Services and ensure they are implemented consistently across the entire team to play an important part in everyone’s work. The job holder will work with the wider CODE team and represent CODE senior managers at groups based around people, EDI and REAP initiatives. This role will bring our voice to those discussions and in turn educate and lead our area in ensuring we all take steps to improve and make our wider team an inclusive and positive place to work. The job holder will report progress and new ways of working to the CODE Senior Management and ensure such initiatives are implemented. The job holder will work closely with the Cyber crime and Forensic Services G6 to ensure HMRC initiatives around EDI are properly implemented and followed within the team to help build on the diversity already in place. As a flexible and versatile G7 leader, you will support other members of the SLT and a ‘collective leadership’ style will be adopted. Communications and expectations of the entire team will be an integral part of this role. Helping to create clear, evolving PDC’s, job role descriptions and leading on comms such as Newsletters and MS Teams environments will sit within this role to help unite all parts of Cyber crime and Forensic Services. Being able to listen to technical issues and understand the impact at an individual level will be key in then articulating that verbally, face to face and/or in written form.
