This is a unique opportunity to lead strategic transformation at scale, contributing to nationally significant programmes.
Key Responsibilities
- Partner with the Programme Director to coordinate complex programme delivery across multiple workstreams.
- Lead operating model design, organisational design including staffing, redeployment, retraining, and redundancy planning.
- Support the development of a new technology and data strategy.
- Embed automation, digitisation, and self-service capabilities while ensuring effective governance and programme funding oversight.
- Build trusted relationships with senior stakeholders, including board-level executives, across a complex delivery ecosystem.
Programme Context
This programme is part of a wider transformation driven by government spending reviews and legislative reform. Key initiatives include:
- Affordable Housing Scheme
- Affordable Housing Fund

- Strong understanding of digital and data strategy in change environments.
- Excellent stakeholder management skills, ideally within public sector organisations.
- Ability to lead diverse teams and suppliers in a complex delivery landscape.
About you
- Proactive, solution-driven mindset, able to bring clarity and energy to challenging programmes.
- Candidates with strong stakeholder management but lighter operating model experience may still be considered.
- Public sector transformation experience is highly desirable, though private sector candidates with relevant expertise will also be considered.
