About the Role
Strategy and Communications sits at the centre of the Greater London Authority, bringing together several teams with organisation-wide remits and mutual collaboration opportunities. The directorate’s work includes delivery of major events, designing and leading public affairs or marketing campaigns, providing data, evidence and analysis, leading cross-organisational programmes, and ensuring preparedness and response to emerging events or emergencies in London. The London Resilience Unit supports key agencies in assessing risks, reducing their likelihood or impact, and preparing arrangements to respond, recover and learn from emergencies.
This key management and leadership role is central to innovation in how London prepares for emergencies. The Trailblazer Programme is a one-year, externally funded initiative (with potential for extension) focused on embedding improvements in leadership, accountability and integration across London’s resilience system. It supports delivery of the 2025 London resilience strategy and incorporates learning from Covid-19 and Grenfell Tower inquiry recommendations to enhance London’s resilience.
As Resilience Programme Manager, you will lead coordination of the programme, overseeing planning, management, governance reporting and risk management. You will ensure projects align with strategic and funding requirements and deliver measurable value for funders and Londoners. You will lead officers within the London Resilience Unit, GLA and external stakeholders including emergency services, local and national government, and community sector organisations. Reporting to the Head of Governance, Assurance and Partnerships, you will work across the London Resilience Unit to bring clarity and structure to complex delivery, manage relationships, navigate governance structures and drive progress.
Your day-to-day responsibilities will include acting as the focal point for all Trailblazer activity, maintaining project schedules and controls, using tools such as earned value analysis and risk registers, coordinating stakeholder engagement, managing contracted services, preparing reports for senior management, monitoring project benefits, and contributing to wider learning across the unit. The role requires flexibility to support the team as needed in response to incidents.
