Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. We have one of the most ambitious capital investment programmes anywhere in the NHS. Job overview An exciting opportunity has arisen to join the Trust's Health and Safety Team. Working within a small, energetic, and friendly team located within the Occupational Health Department, the post holder will be responsible for promoting awareness and high standards of health, safety, and wellbeing for all the Trust's employees, in addition to non-clinical risk management to ensure a safe environment for staff, patients, visitors, and the general public. The post holder will have extensive experience within health and safety operating at an advisory level, across an estates and facilities function. You will have experience working across all levels of staff across an organisation to develop and advise on requirements, processes, and practices so as to drive and promote a positive health and safety culture and compliance with relevant statutory instruments. Main duties of the job The post holder will oversee the health and safety services for Essentia, focusing on healthcare risks, especially across the estates and facilities services. You will facilitate effective leadership, stepping into the line manager's role when necessary. With specialised expertise, you will provide advice and support at all levels relating to meeting statutory requirements. You will promote awareness and maintain high standards for health and safety, leading initiatives to address hazards and implementing interventions. Effective communication across the Trust is crucial, involving engagement across multidisciplinary teams and representation at meetings and audits. The post holder will support with training, investigations, and monitoring, fostering awareness of health and safety throughout Trust activities. Strategically, the post will provide advice and direction, ensuring compliance with statutory requirements and designing policies to integrate safe practices across Essentia. Detailed job description and main responsibilities Work collaboratively with the Trust Health and Safety Advisors and Essentia colleagues to ensure that Health and Safety compliance and best practices are achieved. Exploring options to help resolve problems and be flexible in your thinking to achieve a safe working environment for staff, visitors and patients. Compliance and Strategic Directions • Demonstrating that Essentia meets its statutory obligations across all areas pertaining to the health, safety, and welfare by the implementation of the Essentia Health and Safety management system. • Plan and manage the implementation long-term plans to develop a mature Health and Safety culture by the implementation of systems to monitor and measure performance to demonstrate compliance. • Plan and lead on the implementation of a structured and systematic process of hazard and risk identification, risk assessments, analysis, prioritisation, and control across all areas relating to Health and Safety. • Work closely with the hard and soft facilities management teams across all sites to ensure that they comply with health and safety statutory requirements, work safely and develop safe working practices. • Plan and implement a comprehensive system for the tracking and monitoring of Essentia risk assessments. Thereafter to liaise with managers to identify strategies and prioritise actions for managing risk. • Leading Essentia senior managers and their teams in the process of identifying hazards and documenting suitable and sufficient risk assessments (planned and ad-hoc). • Making recommendations, providing specialist advice and being able to prepare strategic reports/briefings for the Health and Safety Manager, and others . • Manage the development and training of the Essentia Health and Safety Champions to demonstrate continual improvement. • Develop an Essentia risk-based health and safety audit schedule to monitor compliance with all required aspects of Health and Safety at Work etc. Act 1974. • Managed scheduled and ad-hoc health and safety audits, complete detailed reports for presentation to local managers identifying results and where deficiencies are found, recommendations and action plans. • Actioning ad-hoc requests for risk assessment based on the level of risk. • Regular monitoring and updating of health and safety data to ensure accurate recording of incidents, risk registers, RIDDOR, training and safety alerts. • Ensure effective systems are in place to support the performance reporting on: incidents, accidents and dangerous occurrences and, to ensure they are delivered in a timely manner in line with local and Trust policies. • Manage the escalation and reporting of accidents reportable under the Reporting of Injuries, Diseases and Dangerous Occurrence Regulations (RIDDOR) (2005). • Understand and track the complexities of significant risk, health and safety issues along with trends to identify opportunities for further review, analysis and development. • Manage and maintain complex risk, health and safety data, interpret the data and where necessary, interrogate to ensure its accuracy to allow meaningful information/reports to be published enabling management teams to put in place actions to effectively manage the risk and improve safety. • Influence managers and staff across the Trust to change behaviours that effectively develop the health and safety in line with Trust and Essentia’s strategy. • Lead and engage with other Trust directorates/external stakeholders to undertake investigations, root causes analysis into serious incidents, injuries or near misses and provide support and guidance to line managers. • Develop and lead on effective training programmes across Essentia and if required with GSTT clients. • Raise awareness of and compliance with the incident reporting systems for adverse incidents, to provide advice and guidance on incident investigations, action plans are prepared and implemented system to share lessons learned across Essentia and where needed shared across the wider Trust. • Report activity on incidents and ensure that all incidents are being closed out in a timely manner, escalating any incidents that are not closed out within an appropriate timeframe to the Essentia Technical Assurance Committee, • Working with Capital Projects, Estates and Facilities teams to ensure safe management of contractors and subcontractors. • Working with all Technical Assurance and Compliance teams, to support compliance across Essentia, where required. • Contribute to the approval of permits to work, risk assessments and method statements (RAMS). • Review the Essentia's health and safety risk registers monthly to ensure mitigation plans are being effectively implemented. • Provide expert advice around risk management to assist management teams with the identification of new emerging health and safety risks in-line with the Trust policy. • Provide expert advice to management teams on developing effective action plans to mitigate risks. Monitor agreed action plans and follow up as required with management teams to ensure the appropriate resolution and timely closeout. • Contribute to local governance and compliance meetings and provide technical advice to enable continual improvement. • Maintain and develop the Essentia health and safety SharePoint site and be responsible for ensuring the libraries are accurate and information is up to date. • Engage with line managers to identify opportunities for continual improvement. Communication and Engagement • Engage and communicate with a wide range of senior leaders and external clients and influence and collaborate on a wide range of issues to ensure the delivery of day to day risk, health, safety, and welfare activities and projects. • Manage conflicting priorities and agendas across a diverse range of stakeholders which will require persuasion, negotiation and the ability to communicate with clarity on technical subjects. • Identify realistic solutions to potential risks around health, safety issues by leading negotiations with senior managers, staff and safety representatives across the Trust. • Manage and actively review and promote, health and safety champions to drive continuous improvement in health and safety across Essentia. • Engage and provide expert advice with the planning and design of new developments of systems and buildings. • Provide expert advice and support on health, safety and welfare issues within the workplace as required including Health and Safety at Work, etc. Act 1974, related regulations and approved codes of practice. • Provide expert advice on the escalation of significant issues, areas of non-compliance or concern. • Engage with Essentia departments to actively promote and participate in the local risk and health and safety meetings; present performance information to management teams to enable them to demonstrate continual improvement. • Collaborate with relevant managers relating to Fire Safety, Security, Occupational Health and Infection Prevention and Control. • Plan, deliver and monitor health and safety training using available techniques to achieve a high level of engagement with all levels of staff. Policy Management • Implement, contribute and review the status of policies and procedures and to report to relevant document owners when a document review is required. • To review new and revised policies and procedures to ensure they are written in a manner that can be easily understood by various levels of staff across the trust and directorate. • All policies and procedures are approved in an effective way to ensure the reviews are managed in a timely manner. Financial • Identify products, equipment, and facilities for assigned activities, achieving stakeholder buy-in as required. • Placing orders in line with the Trust standing financial instruction. Staff Support & Management • Ensure that staff understand their objectives and departmental performance expectations by; monitoring staff capability and taking remedial action when required. • Motivate and develop staff and offer education and training in line with the objectives relating to staff development initiatives. • Collaborate with service users, clinical colleagues, human resources, and finance department representatives. General Responsibilities • Responsible for maintaining own tasks and diary appointments to ensure agreed deadlines and objectives are met. • Taking accurate minutes and actions arising from meetings when requested. • To deputise in the absence of the line manager. • Duties will require work to be carried out across all GSTT sites including acute and community sites and to carry out inspections on clients' sites, these will take place in a variety of hospital environments. Person specification Qualifications/education Essential criteria Educated to Bachelor’s Degree or relevant professional qualification/ training or relevant experience which will be supplemented by specialist training, experience and courses on specific areas on the management of health and safety, risk, auditing. NEBOSH Fire Safety and Risk Management/Construction Safety or relevant experience Desirable criteria Recognised qualification in auditing or able to demonstrate relevant experience in this field. ISO 14001 – Health and Safety Previous experience Essential criteria Significant experience in managing health and safety statutory requirements at a senior management level within in a large organisation. Proven construction / engineering experience and managing workplace safety in those environments. Demonstrable experience in problem solving in order to assist in developing robust plans and strategies within the workplace. Significant experience of working in a busy multi-disciplinary environment, liaising with various staff from all levels and working to tight deadlines. Desirable criteria Health and safety trainer Previous experience in a similar role or environment is advantageous. Skills/Knowledge/ Ability Essential criteria Specialised knowledge of Health & Safety law and relevant legislations to advise on all aspects of health and safety management to staff within the Trust Knowledge of but not limited to relevant Hospital Technical Memoranda (HTM’s), Hospital Building Notes (HBN’s), all current statutory and regulatory guidelines. Exceptional communication skills both written (complex report writing) and verbally. Excellent diplomatic skills and ability to effectively manage difficult situations which could result in conflicts, in a professional and manner. Advanced formal presentation skills, including external professional bodies with the ability to convey complex concepts to a wide range of audiences. Desirable criteria Specialist knowledge of hospital buildings construction and estates services including but not limited to high voltage electrical systems, medical gases & vac systems, ventilation and air conditioning, boiler plant, sterilization and disinfection plant etc. Previous multi-site experience is ideal.
