Description
HMRC is the UK’s tax, payments and customs authority and we have a vital purpose: we collect the money that pays for the UK’s public services and helps provide families and individuals with targeted financial support.
Covert Operations, Digital Exploitation (CODE) sits within HMRC’s wider Fraud Investigation Service (FIS) responsible for the department’s civil and criminal investigation work. FIS ensures that HMRC has an effective approach to taking on the most serious tax evasion and fraud.
Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems, to enable investigators to respond to serious and complex tax evasion and crime.
The Cyber-crime Team is responsible for tackling the ever-changing cyber-crime threats to HMRC. We achieve this through our intelligence operations and relationships, criminal investigations, forensic analysis and cyber security expertise to provide data and actionable insight, informing system and process hardening and countermeasures to improve the resilience of HMRC digital services.
We collect the evidence and data that enables confident decision-making, strengthening the security of the systems used by millions of people, which collect the money that pays for the UK’s Public Services. We also support interventions directly to undermine the most significant and influential criminal groups, and those that provide the technology and services that enable them.
This is a new SIO post strengthening the management and governance of the Cyber-crime Intelligence, Investigation and Engagement function. The function is split between two roles which operate synergistically to ensure the team is able to work at a pace in response to cyber-crime and sophisticated attacks on HMRC’s online services.
The Target Discovery and Target Development SIO’s are responsible for managing the cradle-to-grave cyber-crime business model starting with the acquisition of intelligence leading to Cyber-crime’s intervention and disruption operations, working with intelligence and investigation teams across CODE and Organised Crime operations, including officers embedded across law enforcement and intelligence partner agencies.
You will also act as a cyber-crime and digital fraud subject matter expert to support HMRC’s security and fraud detection functions.

Target Discovery and Engagement.
This area focuses on identifying threats to HMRCs digital services by;
Effective structured exploitation of our covert and sensitive intelligence collections.Enhancing our internal collaborations and referral processes – Risking intelligence, Economic crime referrals, repayment fraud intelligence and HMRC security.Ensuring our Officers embedded with other LE and UKIC cyber-crime teams are effective, and maximise intelligence sharing and capability building opportunities.Building 'trusted partner' relationships with cyber security organisations and other Industry bodies supporting UK law enforcement.Consolidating our relationships with cyber-crime teams in international law and tax enforcement agencies.Managing covert and sensitive intelligence collection projects.
Target Development Investigations.
This area will focus on the investigation of intelligence generated by the TD&E function and devise tactical and operational plans to;
Mitigate crime in action.Develop and manage cases for intervention in a timely manner considering a range of effects to improve the impact of the investigation.Managing covert and sensitive operations in conjunction with operational FIS teams, co-ordinating the teams technical and digital forensic support.Manage our investigation integration with FIS Organised Crime Operations.Build cyber-crime investigation and technical capability across HMRC Customer investigation and intelligence functions and support HMRC’s Counter Fraud training teams with Cyber-crime awareness products.Manage our relationships with SOLs and CPS to develop effective investigation strategies.Build strong relationships with operational and technical support functions, ensuring we have the right tools to maximise impact from our investigations.
