About the Role
Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate also oversees regeneration (non-housing led), enterprise, growth, capital projects and design work.
The Green Infrastructure and Climate Adaptation teams work together to deliver the Mayor’s ‘Delivering a Greener and More Climate-Resilient London’ mandate and delivery plan. They focus on seven main projects/workstreams to enable Londoners to enjoy green and wild spaces and ensure the city is resilient to extreme weather and climate change impacts.
We are recruiting three Senior Policy and Programme Officers to join this expanding team. Reporting to a Principal Policy and Programme Officer, you will lead a portfolio of work developing policy, evidence and delivering green infrastructure projects and programmes. The multidisciplinary team covers parks, urban greening, trees, biodiversity, rewilding, data & evidence, strategy & planning, green finance and more.
Success in this role requires strong environment policy knowledge, proven stakeholder engagement skills, effective communication across diverse audiences (preferably including political environments), and strong project management capabilities. You will work collaboratively across thematic portfolios to align policies and outcomes in a fast-paced, matrix environment.
We seek candidates with expertise in at least one of the following areas:
- Ecology, biodiversity and/or conservation land management, with an understanding of urban nature recovery challenges and opportunities
- Funding and green finance investment mechanisms for green infrastructure, especially in urban contexts
- Green space, urban greening and/or landscape design and management
- Complex programme management in an environmental context
The role focuses on strategic green and blue infrastructure projects including rewilding and a clean and healthy waterways plan. The work is innovative, often in early design and implementation stages, requiring comfort with ambiguity, minimal instruction, and iterative change.
What your day will look like
- Managing project tasks, governance, tracking spend and timelines, reporting progress, raising and mitigating risks, and facilitating programme decisions
- Translating Mayoral priorities into delivery through policy development, influencing and direct delivery
- Advising on feasibility, deliverability and outcomes of partner and grantee projects
- Identifying and improving funding and finance opportunities, including commissioning research and relationship building (specific to one role)
- Embedding equality, diversity and inclusion into programme design, communications and implementation
- Providing internal and external communications via briefings, presentations and social media
- Maintaining repositories for key lines, briefings, project databases and stakeholder engagement records
- Managing relationships and contracts with stakeholders, suppliers and internal teams to ensure high quality delivery
Experience
- Proven track record of managing relevant programmes or projects, delivering results on target and within budget
- Skilled in project management methods, tools and techniques
- Good understanding of green infrastructure issues and challenges in London
- Demonstrable expertise in at least one of the following:
- Ecology, biodiversity and/or conservation land management with urban nature recovery knowledge
- Funding and green finance investment mechanisms for urban green infrastructure
- Green space, urban greening and/or landscape design and management
- Complex environmental programme management
- Commitment to equality and diversity in applied contexts (experience in environment or green infrastructure preferred but not essential)

- Effective communicator and influencer (Level 2): able to build relationships, present clear and persuasive communications, prepare concise briefings on complex issues, and challenge views constructively
- Comfortable working in a fast-paced, collaborative, and matrix environment with minimal supervision
- Able to handle ambiguity, iterative change and communicate complex issues clearly

No specific qualifications are mandated but relevant experience and expertise in green infrastructure or related fields are essential.
