It is also a vital operational department with more than 60,000 staff and responsibility for collecting more than £800bn of tax revenue each year to fund public services. Strategies Directorate leads on setting the long-term direction for HMRC, defining and articulating the HMRC enterprise-level strategy and establishing a core set of strategy products that support delivery of HMRC’s Vision, Purpose and Strategic Objectives.The Directorate works with colleagues across HMRC to develop robust strategies, either by taking the lead in designing these directly or providing analysis, insight and design support to business groups and directorates. The work involves strategic thinking, analysis, influencing, and clear communication. A robust and evolving evidence base is key to strategy development. We are recruiting a Grade 7 level role to use this evidence to lead work to define strategic questions, inform strategic choices, and influence strategic decisions. This is an exciting opportunity to join the Strategic Insight team, which is a new team in HMRC Strategies Directorate, created in early 2023. Our purpose is to bring together and use the Strategies evidence base, to draw out insight, and actively use this to shape and inform strategic decisions. We don’t do this alone, and it is essential to build strong partnerships with Strategies teams and others in HMRC, in particular with colleagues in Knowledge, Analysis and Intelligence and Customer Insight and Design Directorate. The work that we do is varied and ranges from supporting the implementation of current HMRC strategy to the development of future strategy with the common theme of evidence-based decision making. We actively build a Strategies wide view of evidence and insight, to understand ‘what good looks like’ for our strategies and we fill evidence gaps including some commissioning of internal and external research activity. We generate insight and use it to shape and influence strategic decisions. Recently the team has successfully influenced HMRC’s work to build and maintain trust in HMRC, which is a core outcome of a Healthy Tax Administration System. We are currently working on high priority areas where there are significant strategic choices and decisions for HMRC including the Tax Administration Strategy and the department’s Spending Review. We are starting work to evaluate the relevance of HMRC Strategy testing its effectiveness and relevance against what we know, based on evidence, about the external environment.Whilst you will take a lead in using the insight, there will be an expectation to work across all areas. You will be expected to have a good understanding of the entirety of the team’s work and consider how this informs your own lead areas and how you can support delivery of others.
