You will join the People, Culture and Workplace team at an exciting stage of Ofcom’s leadership transformation. Reporting to the Delivery Lead, you will work across Learning & Development, Talent, and Business Partnering functions, collaborating with stakeholders organisation-wide.

Your role is key to progressing leadership transformation by designing, delivering, and continuously improving interventions that strengthen leadership capability. Using data and insight, you will identify leadership strengths and development needs, translating these into targeted, evidence-based interventions that drive meaningful behaviour change.

You will also help shape leadership forums and experiences that foster reflection, challenge, connection, and stronger leadership practice across organisational boundaries.

Your Key Responsibilities
- Build insight on leadership capability by analysing leadership data such as assessments, feedback, engagement, and performance data.
- Support development of leadership insight products that help leaders understand their strengths and development areas.
- Identify themes and patterns to inform leadership capability and organisational delivery.
- Translate insight into targeted development interventions, contributing ideas to enhance existing approaches.
- Contribute to leadership pathways and content aligned with Ofcom’s leadership model.
- Ensure interventions are relevant, accessible, and linked to day-to-day leadership practice.
- Deliver specific elements of the leadership development offer effectively.
- Engage stakeholders to support uptake and embed development into existing processes.
- Monitor impact, support evaluation activities, and recommend improvements to drive sustained behaviour change.

Requirements

Experience
- Experience supporting delivery of leadership, change, or organisational development initiatives.
- Strong interest in leadership development, behavioural science, or organisational psychology with practical application.
- Ability to analyse and interpret qualitative and quantitative data and translate it into clear insight.
- Experience contributing to design or delivery of development interventions such as workshops, tools, or learning content.
- Ability to take ownership of work areas or projects and deliver to a high standard with minimal supervision.
- Strong communication skills, including producing clear, concise written outputs.
- Collaborative approach with ability to build relationships across teams and stakeholders.
- Exposure to evaluation of development interventions or behaviour change.

Desirable
- Experience working with leadership assessment tools or feedback processes.
- Experience in a matrixed or complex organisational environment.
