About the Role
Richmond upon Thames & Wandsworth Borough Council are seeking a Building Safety Levy Officer to support the implementation and administration of the Building Safety Levy, a new statutory function introduced through the Building Safety Act 2022. This role is key to supporting the remediation of unsafe residential buildings by managing accurate records, supporting financial administration, responding to enquiries, and collaborating with colleagues across Building Control, Planning, Finance, Legal Services, and Digital Services to ensure the levy operates effectively and complies with statutory requirements.

In addition, you will provide support for the administration of the Community Infrastructure Levy (CIL), ensuring developer contributions are recorded, invoiced, reconciled, and reported transparently. This role is vital to the Council’s ability to administer development-related charges accurately, consistently, and efficiently.

This is an excellent opportunity to join a professional regulatory service at a pivotal time in building safety reform. You will be responsible for administering Building Safety Levy processes including calculation, billing, collection, monitoring, and recording of charges in line with legislation, government guidance, and Council procedures. You will maintain accurate case records, support financial reconciliation and reporting, and provide clear information to developers, residents, councillors, and internal colleagues.

You will work collaboratively with internal teams and external stakeholders to support effective implementation and ongoing operation of the levy. Additionally, you will assist with CIL administration, including monitoring developer contributions, maintaining databases, issuing invoices, and assisting with statutory reporting.

The role suits someone organised, accurate, and proactive, with strong attention to detail and an interest in regulatory administration, developer contributions, and public service delivery.

Requirements

Experience
- Understanding of the Building Safety Act 2022, the Building Safety Levy, and associated regulations and guidance.
- Strong administrative, organisational, and case-management skills with experience applying legislation, policy, or formal procedures accurately in a busy service environment.
- Advanced Excel skills and confidence using databases or business systems to collate, query, analyse, interpret, and present data.
- Knowledge of planning, building control, developer contributions, or similar regulatory systems and processes, including the importance of accurate records and audit trails.
- Ability to interpret complex information, make reasoned and consistent judgements, and communicate clearly with a range of internal and external stakeholders.
