About the Role
This is a pivotal role within Nomura's CIO Chief Controls Office (CCO), reporting to the CCO Frameworks Implementation lead. The successful candidate will be responsible for establishing, maintaining, and ensuring compliance with the organisation's Risk Management Procedure (RMP) and associated risk lifecycle documentation. As the primary owner and subject matter expert, you will oversee key risk management components including Policies, Standards and Key Indicators (PS&I), Issue Management, and the Risk and Control Self-Assessment (RCSA) processes. You will contribute to all aspects of the framework from design through lifecycle management, ensuring alignment with regulatory requirements and evolving business needs.

This role requires a proactive and flexible approach to shape new and emerging strategic directions within the firm. You will quickly establish yourself as a subject matter expert, leveraging strong influencing and problem-solving skills to build productive relationships across global CIO teams, Three Lines of Defence stakeholders, and key business partners.

Key responsibilities include designing, developing, and maintaining the comprehensive RMP framework; leading periodic reviews and updates; establishing clear roles and accountabilities; developing supporting documentation and guidance; monitoring adherence and escalating non-compliance; ensuring effective tooling and quality assurance; and providing assurance to senior management on the effectiveness of risk management procedures.

Requirements

Experience
- Strong understanding of risk and control frameworks within financial services.
- Relevant risk management and control experience in Investment Banking, Audit, consulting, or related industries.
- Experience operating in a regulated environment.
- Proven ability to manage stakeholders across the Three Lines of Defence.
- Familiarity with technology risk domains such as Information Technology, Information Security, and Data Management, with preference for cyber security and resilience knowledge.
- Track record of defining solutions and driving change in complex environments.

Qualifications
- Relevant professional qualifications or equivalent experience in risk management or related fields are preferred but not mandatory.
