This role is offered on a hybrid working basis, with an expectation of spending 40% of your time in the office in line with House Administration requirements.

Salary
£37,834 per annum plus House of Commons contribution of £10,960 towards the Civil Service Defined Benefit Pension scheme.

About the Role
The Parliamentary Commercial Department (PCD) is seeking motivated and talented Commercial Managers to join our expanding commercial function. You will work across various commercial specialisms on a diverse range of procurement projects that support the work of the UK Parliament. PCD is responsible for commercial strategy, procurement delivery, commercial governance, and contract and supplier management across Parliament.

As a Commercial Manager, you will act as a trusted commercial partner, collaborating closely with stakeholders to understand business needs and deliver effective procurement solutions. You will lead or support end-to-end procurement activities, provide commercial advice, ensure compliance with procurement legislation and internal governance, and contribute to the delivery of category and commercial strategies.

This is a varied and rewarding role where no two projects are the same. You will manage competing priorities and play a key role in delivering successful commercial outcomes that support Parliament's strategic objectives. The role offers opportunities to build commercial expertise, develop your career, and gain unique insight into one of the world's most recognised democratic institutions.

The role covers different commercial specialisms with minimum requirements as follows:
- Works Category: Basic knowledge of the principles of the NEC4 suite of contracts.
- ICT, Works and Indirects Categories: Basic understanding of common commercial considerations when drafting contracts.

Requirements

Experience
Proven experience in procurement with commercial expertise and demonstrable key achievements. Knowledge of Procurement Legislation including Public Contracts Regulations (PCR) 2015 and Procurement Act 2023. Experience working with internal and occasionally external stakeholders at varying levels, utilising negotiating and influencing skills to achieve positive outcomes.

For Works Category: Basic knowledge of the principles of the NEC4 suite of contracts.

For ICT, Works and Indirects Categories: Basic understanding of common commercial considerations when drafting contracts.

About you
Well organised with a methodical approach to work, able to prioritise and multitask effectively. Quick learner with the ability to exercise initiative and seek service improvements. Strong IT skills with commitment to using IT systems including E-tendering platforms. Experience generating management information and reporting to support decision making. Ability to work accurately under pressure with strong attention to detail. Proven analytical and research skills adaptable to various challenges.

Qualifications
Level 4 CIPS qualification, equivalent experience, or other relevant qualifications are desirable.
