About the Role
The Portfolio & Programme Finance Business Partner is a critical leadership role within the Home Office, responsible for leading the Programme Finance team which supports all major programmes across the department. This includes oversight of all transformation activities carrying significant budgetary delivery and Accounting Officer risks. You will lead a team of finance professionals and collaborate closely with policy, operational, and analytical colleagues to support fiscal events and manage relationships with key stakeholders such as HM Treasury and the National Audit Office. Your role will involve providing strategic financial advice and challenge to senior leaders, ensuring funding decisions are evidence-based, value for money, and aligned with departmental priorities.
As part of the Finance Directorate leadership, you will contribute to the overall management and leadership of the Finance function and support the Government Finance Profession. Key responsibilities include providing programme and project finance support and oversight, shaping departmental financial strategy including preparations for the Spending Review, building strong relationships with Directors and Director Generals, working closely with Senior Responsible Officers on major projects, driving improvements in programme and project finance, and championing strong assurance, governance, and compliance.
You will also provide inclusive and empowering leadership to your teams, building capability and professional confidence, and fostering a culture that attracts and develops finance talent while promoting Value For Money (VFM) and strong financial discipline.
As a Senior Civil Servant in Finance, you will play an important role in promoting Civil Service reform, contributing to efficiency agendas, and exercising leadership across a broad range of corporate responsibilities connected to Finance within the department.
Experience
- Substantial experience leading, motivating, and developing diverse teams of finance professionals.
- Proven ability to develop teamwork across functional and organisational boundaries to deliver effective and efficient services.
- Experience delivering financial advice and investment appraisal capabilities.
- Track record of leading change in complex organisations, improving systems and processes to deliver efficiency improvements.
- Experience working with a wide range of stakeholders, including Ministers or board-level executives, in highly complex and politically sensitive environments.
- Strong analytical skills with the ability to communicate complex positions clearly and compellingly.
- Experience influencing management at board level within politically influenced environments.

Qualifications
- CCAB, CIMA or equivalent qualified accountant.
- Substantial track record of success in a senior finance leadership role within a fast-moving, highly complex organisation.
- Proven ability to interpret financial information to shape and influence organisational strategy.
