Description
Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation trusts. We provide a full range of hospital and community services for people in south London and as well as specialist care for patients from further afield including cancer, renal, orthopaedic, respiratory and cardiovascular services.
Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.
Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions.
Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

We’re looking for an experienced programme manager to join South East London Cancer Alliance to cover maternity leave for a 1 year fixed term post.
The SELCA Deputy Programme Manager will be responsible for working with and supporting the team and wider stakeholders to implement an early diagnosis work programme across primary and secondary care working closely with the ICB, Place Based Teams, other Cancer Alliances and charities.
They will deliver transformational change, quality improvements, and value using, effective and sustainable approaches, to improve the early diagnosis of cancer patients across SE London. This role will involve complex negotiation and influence with senior service directors, clinicians and managers at both an operational and strategic level across primary and secondary care Trusts.
The job holder will have the ability to think, act and respond quickly to changing circumstances whilst maintaining a clear view of overall priorities. They will need to be able to work at a senior level in a cross-cutting multi-organisational setting, to facilitate organisational and culture change and the delivery of outcomes is vital to the success of this role roles. The job holder will be based in the SEL Cancer Alliance Team’s London office but will be expected to travel to trusts or
meetings within SEL as agreed with the Senior Programme Manager – Early Diagnosis.
Main duties of the job
• Participate in the work of SELCA to support delivery of the SEL Cancer Five Year and national cancer programme deliverables with a lead role focussing on early diagnosis of cancer.
• Improve the underlying knowledge and understanding of the challenges to improve early diagnosis and to work effectively with senior leaders and patients on plans to address these.
• Work with partners to develop a robust work programme to drive improvements in the proportion of cancers diagnosed at an early stage.
• Participate in local and regional work to improve uptake to the national bowel, breast and cervical screening programmes.
• Identify strategies to address inequalities and reduce variation in the early diagnosis of cancers across different population groups
• Work closely with primary care through lead GPs, Place Teams, Federations and Primary Care Networks (PCNs) to support education and training and the local population focussed work on early diagnosis.
• Supporting population-based service and cancer pathway transformation through collaborative work across the SE London health system and promoting a sense of collective responsibility across partners.
• Maximise the opportunities for research and training across the system, linked to the early diagnosis agenda.

One of the Alliance’s key objectives is to implement a robust early diagnosis programme with the aim of increasing the proportion of cancers diagnosed at an early stage to 75% by 2028 in SEL.
The SEL Cancer Alliance is seeking to appoint an experienced Early Diagnosis Deputy Programme Manager with experience of cancer pathways and cancer early diagnosis agenda.
Guys and St Thomas’ NHS Foundation Trust will host the Deputy Programme Manager on behalf of the SE London Cancer Alliance.
Detailed job description and main responsibilities
Programme/Project management
To work with the Senior Programme Manager – Early Diagnosis to design and lead the delivery of aspects of the early diagnosis work and support to the SELCA Work Programme including the priority interventions in the SEL cancer five year plan and cancer transformation funded work programme.
• To manage a complex diverse portfolio, flexing to need but consistently
demonstrating measured change/delivery
• To effectively use methodologies and approaches to deliver transformational change including maximising quality and patient experience and engagement
• To adapt existing or design new approaches, to enable the delivery of
distinctive models of diagnosis for cancer patients including co-design with patients To work in a flexible, agile way across the whole SELCA and Alliance agenda
• To capture and share learning from the national cancer programme and SEL work to improve early diagnosis of cancer to contribute to best practice thinking on future interventions and approaches
• To evaluate work both internally and externally to ensure that changes conform to best practice and contributes to developing the evidence base
• To produce clear output documentation of work and store it appropriately on the network
• To write appropriate reports to be submitted to the boards of appropriate NHS partner organisations including data and financial analysis and detailed explanations supporting a change in diagnostic cancer pathways within one or more of the organisations
• To meet predefined objectives through autonomous working and the provision of a range of leadership styles in a variety of environments including the ability to manage conflict, negotiate and drive change
Service improvement
• Support the SELCA Chairs, senior team and Senior Programme Manager - Early Diagnosis in identifying both new opportunities to improve the proportion of cancers diagnosed at an early stage in SE London arising from changes in the external environment or internal innovation and potential threats and ways to respond to them.
• Provide management support, and earlier diagnosis expertise to the cancer teams at the trusts in SE London in order to enable them to deliver business plans and objectives and develop robust process to support delivery of the cancer access standards
• Supporting the wider clinical programme of the SELCA
Stakeholder management
• To bring together diverse stakeholder groups with differing agendas to achieve mutual agreeable outcomes / deliverables
• Work successfully with complex stakeholder groups, often dealing with
ambiguity, complexity and conflicting opinions / views
• Work effectively with diverse patient groups to involve and engage users and carers in the delivery of service and pathway transformation and improvements
• To negotiate with all relevant stakeholders, the scope, size and timings of projects and the relevant project management and support required
• To manage, motivate, persuade and influence multiple stakeholders and
partners to ensure the timely completion of work across multiple NHS and voluntary organisations
• Able to effectively work with people of very divergent opinions, backgrounds and cultures
Delivery / Technical Aspects
Experience and knowledge of experience-based co-design (EBCD) service improvement methods.
• Delivering significant change in a measurable way, ensuring transformational changes are effectively implemented and fully sustainable
• Able to effectively implement service improvement techniques and approaches (see personal specification)
• Work with multiple NHS and other providers to ensure consistent information collection and entry and present the evidence and recommendations for service change to a range of audiences including senior stakeholders, groups of patients
and public groups
• To lead on the development and delivery of evaluation activities to measure effective implementation of early diagnosis activities across the SELCA work programme
Management of Resources
To contribute to the development of the SELCA budget planning, highlighting specific concerns relating to capacity within the area of specialty and more broadly across the ACN
• To prioritise spending requests and authorise appropriate payments
• To manage the recruitment of project staff as required
• To line manage as appropriate and delegate responsibilities amongst a team of project managers or service staff to deliver changes across multiple services
• Provide support and training to other similar posts within the project.
Risk and Corporate Governance
• Manage the implementation of systems, control processes and risk
management arrangements to support monitoring of compliance with agreed standards, other Trust-wide policies and processes and best practice requirements
• Ensure that all complaints and any untoward incidents are properly reported and handled in accordance with Trust policy and all current legislation, e.g. health and safety, etc
Staff and Patient Management
• Provide strong individual and professional leadership through change and support staff, colleagues and partners through a visionary, motivational and problem solving approach, subject to financial constraints and the Trust HR policies and procedures.
• Motivate and develop staff and coordinate the education and training
requirements of the team in line with the objectives of any staff development initiatives internally or externally
• Develop and deliver workforce integration models for the relevant staff groups which support agreed clinical models as and when necessary
• Ability to work with all levels of health and social care professionals, patients and carers
• Ability to engage and encourage patient and service user’s involvement in the earlier diagnosis agenda
Estates and IT infrastructure
• Work with IT and relevant managers to ensure that plans for development of IT infrastructure improvements are delivered with clinical engagement

Education and Qualifications
Essential criteria
Masters Degree or equivalent
Demonstratable capability and capacity for clinical service management at a senior level in a large, complex acute hospital environment, including staff management, financial management and change management
Desirable criteria
Prince 2/project management qualification or equivalent experience
