About the Role
The London Borough of Merton is recruiting a Head of Contracts & Procurement to lead all major procurement and contract management functions within the Culture, Leisure, Libraries and Greenspaces department. This key leadership role will oversee the successful implementation of the new greenspaces grounds maintenance contract, scheduled to go live in November 2026. The post holder will collaborate closely with officers across the department to ensure full compliance with contract and procurement regulations. A key focus will be driving a new performance culture that is responsible and accountable for monitoring key contract performance, utilising the latest data and technology to promote continuous improvement.
As the second greenest borough in London with ambitions to become the city's first Borough of Sport, this role plays a vital part in supporting the council’s strategic goals through effective management of contracted services.
Experience
Proven successful background in managing and operationally delivering contracted services within a local authority or other large, complex organisation.

Strong leadership and collaborative skills with the ability to drive performance culture and continuous improvement. Comfortable working across multiple teams and stakeholders to ensure compliance and effective contract management. Passionate about supporting council ambitions related to greenspaces, culture, leisure, and sport.
Qualifications
