About the Role
The Head of Culture is a high-impact Grade 6 role central to the Serious Fraud Office's mission to build an inclusive, engaged and high-performing organisation. Working closely with the Chief People Officer, Head of People and senior leaders, you will shape the culture, learning, engagement and inclusion agenda, supporting colleagues to deliver complex, sensitive and significant work in fighting fraud, corruption and bribery.
This role offers an exciting opportunity to influence how the SFO delivers its strategic objectives by defining how the organisation operates, learns and leads, while navigating the governance, scrutiny, security and operational sensitivity expected of a Civil Service law enforcement agency.
The post holder will deputise alongside the Head of People in the absence of the Chief People Officer.
Key responsibilities include:
- Leading and developing the learning, engagement and inclusion team, championing a professional, inclusive and values-led culture.
- Translating the People Strategy into clear delivery plans, conducting cultural reviews and designing targeted development programmes to strengthen culture, engagement, inclusion and performance.
- Developing learning programmes to build leadership and management capability across the organisation.
- Designing career and learning pathways for key roles, developing talent and leading the performance management process.
- Building trusted relationships with senior leaders, People Business Partners, Finance, Commercial, trade unions and external partners.
- Advising and coaching Executive Team members to embed leadership expectations, behaviours and accountability.
- Overseeing budgets for learning, engagement and inclusion, ensuring effective prioritisation and value for money.
- Developing learning systems and digital solutions to improve access, compliance reporting and support.
- Analysing training, employee survey and engagement data to identify priorities and improve employee experience and organisational performance.
- Representing the portfolio across Civil Service and external networks, ensuring approaches suit a secure, highly governed environment.
Experience
Proven leadership and management experience in developing and delivering culture, learning, engagement and inclusion strategies within complex organisations. Experience of working with senior stakeholders and influencing at executive level. Demonstrable ability to manage budgets and deliver measurable outcomes. Experience in designing and implementing learning and development programmes that build organisational capability and talent pipelines.

Qualifications
Relevant professional qualifications or equivalent experience in people development, organisational culture, or related fields are desirable but not essential. Commitment to continuous professional development and learning.
