About the Role
As a Health & Safety Standards Development Lead, you will play a pivotal role in shaping the safety culture across Westminster City Council. You will be responsible for reviewing and enhancing the Council’s Health & Safety management systems, driving meaningful improvements that benefit over 3,600 staff. Working closely with senior colleagues, you will design and implement a comprehensive training, learning, and development matrix, setting occupational standards to foster management engagement and commitment.
Your focus will be on risk reduction and ensuring compliance with ISO 45001, ISO 31000, ISO 22320, and ISO 43001 standards. Taking a human-centred approach, you will balance complex health and safety risks with compliance obligations to promote a culture of continuous learning and improvement throughout the organisation.
This is a permanent role subject to a standard DBS check. The closing date for applications is 23 August 2026, with interviews scheduled for the week commencing 7 September 2026.
Experience
Substantial experience implementing ISO 45001 and other relevant ISO systems within a large, complex organisation, preferably in the public sector.

Qualifications
- Occupational Health & Safety qualification equivalent to EQF level 6 or higher
- Chartered Member of the Institute of Occupational Health & Safety
- ISO 45001 Occupational Health & Safety Lead Auditor
- Lead Auditor for ISO 45001 Occupational Health & Safety Management Systems
- Knowledge of ISO 22320 Emergency Management requirements
