About the Role
As a Highways Licensing Inspector within Westminster City Council's Environment & Communities Directorate, you will play a vital role in maintaining and enhancing the public realm in the heart of London. Working within Highways Services, you will deliver a specialist service by inspecting highways and third-party works, monitoring environmental and traffic management arrangements linked to major construction projects, and overseeing the performance of the Council’s highways contractors to ensure all work meets required standards. You will help ensure the city’s streets remain safe and accessible for all users, while modelling and embedding the Council’s values and behaviours. Collaboration with colleagues, partners, and stakeholders will be key to building a sustainable, effective organisation that prioritises residents’ needs. Experience
Previous experience in highway maintenance, including conducting inspections and overseeing the licensing of temporary structures. A solid understanding of on-street traffic management and experience supporting large-scale developments while minimising disruption to the public highway.
About you
Confident in a service delivery role with the ability to build strong relationships and resolve issues efficiently. Skilled in managing risk, identifying improvement opportunities, and maintaining project momentum. Excellent technical knowledge of highways legislation including the New Roads and Street Works Act 1991, the Highways Act 1980, relevant sections of the Road Traffic Act, and Westminster’s Code of Construction Practice. Able to assess works on-site, understand technical highway structure issues, and make informed decisions on remedial actions. Strong communication skills with the ability to produce concise reports, briefing notes, and responses to enquiries including Freedom of Information requests under tight deadlines. Proficient in Microsoft Word, Excel, and PowerPoint, with the ability to present information clearly and effectively. Naturally builds relationships and works well independently or as part of a team.
