About the Role
On 11th September 2024, the Secretary of State for Northern Ireland announced the establishment of an independent statutory inquiry into the murder of Mr Patrick Finucane on 12th February 1989. The Inquiry is being set up under the Inquiries Act 2005 to enable the Government to meet its obligations under Article 2 of the ECHR, following the 2019 Supreme Court judgment and the Northern Ireland Court of Appeal judgment in July 2024. This Inquiry will build upon previous reviews and investigations, taking account of materials and information already provided and generated, while avoiding unnecessary duplication of investigation.
The Chair of the Inquiry, the Rt Hon Sir Gary Hickinbottom, was appointed on 13th June 2025, alongside two Assessors, Baroness O’Loan and Francesca Del Mese. They are supported by a small secretariat providing administrative and policy support.
The Inquiry is at an early stage, offering a unique opportunity to make a real impact on its future direction. As a member of a small, dynamic team, you will have a varied role on a high-profile topic, working with diverse stakeholders. Working to the Head of Information Management, the Knowledge & Information Manager role is varied and involves supporting multiple workstreams including information management, IT, and hearings support. The primary responsibility is to act as the Inquiry’s STRAPSO. STRAP is a regime regulating access to sensitive intelligence material requiring more protective handling than standard government arrangements.
The post holder will also assist with managing the Inquiry’s eDiscovery platform and provide flexible support across the secretariat team.
Duties and Responsibilities
- Support procurement and contract management of the Inquiry’s eDiscovery platform, including training participants and scrutinising supplier invoices
- Build and maintain effective working relationships with the approved eDiscovery provider
- Assist the Head of Information Management in implementing efficient information management structures in line with policies, procedures, and government standards, particularly regarding classified material and IT
- Liaise across government on clearances and related matters
- Manage routine security and access control to secure environments according to security standards
- Process IT and clearance applications for the team
- Support evidence receipt and disclosure to Core Participants and on the Inquiry website
- Provide support to the hearing programme including witness correspondence
- Perform other ad hoc duties as required

Experience
Experience in information management, security clearance processes, or working with sensitive and classified material is highly desirable. Proven ability to manage contracts and work with external suppliers is advantageous. Experience supporting high-profile or complex inquiries or investigations is beneficial.
About you
You are adaptable and able to work flexibly across a small team, supporting multiple stakeholders including senior officials. You have strong organisational skills, attention to detail, and the ability to build effective working relationships. You are motivated to contribute to a significant public inquiry and comfortable working with sensitive information under strict security protocols.
Qualifications
Relevant qualifications in information management, records management, or related disciplines are desirable but not essential. A willingness to undergo security clearance and comply with all associated requirements is mandatory.
