About the Role
This senior leadership role at the Parole Board involves providing expert legal advice and policy support to the Chair, Vice-Chair, CEO, senior leadership team, and Board members. You will lead and manage the Legal and Policy team, overseeing all legal challenges, policy development, guidance, training, and research functions. The role requires attendance at senior management meetings and external stakeholder events, including court appearances representing the Parole Board. You will contribute to the development of legislation, policy, and practice advice, ensuring the Board’s work is legally robust and aligned with public safety priorities. This position reports to the COO and is part of the Senior Leadership Team.
Key Responsibilities
- Provide legal advice to the Parole Board and its senior leadership
- Lead policy, guidance, and legislative development
- Oversee all litigation involving the Board, including high-profile cases in higher courts
- Manage the Legal and Policy Function and its budget
- Support specialist workstreams such as reconsideration, set aside, public hearings, TACT cases, and CLOSED proceedings
- Represent the Board to internal and external stakeholders, including senior officials, judiciary, and Ministers
- Attend key committees and working groups as required
- Contribute to training delivery for staff, members, and stakeholders
Experience
- Qualified solicitor or barrister with a practicing certificate or equivalent
- Extensive experience in public law and litigation
- Proven experience in policy and legislative development
- Experience managing teams and budgets
- Skilled in communicating complex legal information clearly and effectively
- Confident engagement with senior officials, Ministers, and judiciary
- Proficient in Microsoft Office programs
- Desirable: experience in civil and criminal litigation, prison law, and security clearance to Developed Vetting (DV) level or willingness to undergo screening
