About the Role
The Prime Minister’s Office enables the Prime Minister to deliver the Government’s overall priorities and communicate policies to Parliament, the public, and international audiences. The diverse Downing Street and No10 North teams draw on varied expertise across the Civil Service and beyond to deliver excellent service and make No10 a great place to work.
Join the No10 ICT Team as a Digital Business Analyst and play a key role in delivering digital transformation projects at the heart of government. This role supports the Prime Minister’s Office and contributes to No10’s priorities through innovative digital services. You will work in a fast-paced, secure environment, collaborating with stakeholders across government to deliver impactful outcomes.
Key responsibilities include collaborating with stakeholders to gather, analyse, and document ICT requirements; developing use cases with acceptance criteria; analysing business processes, user journeys, and data flows; conducting market and competitor analysis; evaluating ICT systems and recommending improvements; facilitating workshops and user testing; collaborating with engineers, developers, and suppliers; monitoring project progress and supporting change management; preparing reports and documentation for technical and non-technical audiences; and carrying out data and system searches to meet legal obligations such as PMQs and FOI requests.
For security reasons, this role is open to sole UK nationals only. A ‘sole UK national’ refers to an individual who holds citizenship solely in the UK, without dual citizenship or nationality from another country. Visa sponsorship is not offered.
Experience
- Demonstrable experience in business analysis within complex project environments, including requirements gathering, stakeholder engagement, and solution evaluation.
- Proven ability to manage and track project progress, ensuring deliverables are met on time and aligned with business goals.
- Experience supporting change management initiatives, including impact assessments and readiness activities.
- Strong analytical and problem-solving skills, with the ability to translate business needs into clear, actionable requirements.
- Excellent communication and stakeholder management skills, with the ability to influence and collaborate across technical and non-technical teams.
- Proficiency in business analysis tools and techniques such as process modelling, gap analysis, and user stories.
- Ability to work independently and manage multiple priorities while maintaining attention to detail and strategic focus.
- Hands-on experience delivering end-to-end digital projects from scoping through implementation and post-launch evaluation.
- Expertise in identifying and implementing process improvements that drive operational efficiency and measurable business value.
- Strong working knowledge of data governance and compliance frameworks, particularly within government settings (e.g. GDPR, FOI, SAR).
- Experience using eDiscovery tools and techniques in legal, regulatory, or investigative contexts.
- Strong understanding of the ITIL framework with practical experience applying service management principles.
- Exceptional documentation and communication skills, producing clear, concise, and audience-appropriate materials.
- Proactive approach to continuous professional development and staying current with industry trends.
- Ability to travel occasionally to No10 North or other required locations.

Qualifications
- Sole UK Nationals only (no dual citizenship).
- Ability to obtain and maintain Developed Vetting (DV) security clearance.
- Professional certifications such as BCS Business Analysis, PMI-PBA, or equivalent are desirable.
- Familiarity with Government Digital Service (GDS) standards and the Technology Code of Practice is desirable.
- Awareness of legislation relevant to Government and Public Sector IT.
- Understanding of classified data handling protocols.
- Knowledge of digital transformation principles.
