About the Role
The Pay and Policy Manager will be a key member of the People and Culture (P&C) team, reporting directly to the Head of People. This role provides specialist expertise and guidance on Civil Service pay, reward, and people-related policies. You will lead the development and delivery of the SFO pay and reward framework, including managing the annual pay remit processes for Senior Civil Service (SCS) and delegated grades, ensuring compliance with government pay controls and approval processes.

You will work closely with divisional business areas, people and financial partners to develop effective reward strategies aligned with Civil Service pay policy, legislation, and the strategic needs of the SFO within the wider political context. Your role includes analysing workforce market trends and benchmarking data to inform competitive pay and reward structures that are accurately modelled and costed.

Building and maintaining strong, credible, and trust-based relationships with key stakeholders across the SFO and the public sector, including the Civil Service, will be essential. You will engage with Trade Unions on policy and pay negotiations, supporting consultation and collective bargaining as required.

Additional responsibilities include preparing papers and recommendations for pay strategies and people policy, ensuring alignment with SFO values, Civil Service frameworks, legal requirements, and good practice. You will communicate complex information clearly to a variety of audiences, including Executive and Senior Leadership teams and the Board.

You will also lead key HR portfolios such as job evaluation requests, pay flexibility, pay equality, and employee benefits. Representing the policy, pay, and reward specialism across the civil service network, particularly with the Cabinet Office and HM Treasury, is a key part of this role.

As line manager of the SEO Policy and Procedure Lead, you will set clear objectives, support professional development, and manage performance to foster a collaborative and professional working environment.

Requirements

Experience
Proven experience in scoping, designing, and implementing pay and reward strategies and policies, particularly within the public sector.
Significant experience in HR policy development.
Experience working collaboratively with Trade Unions.
Strong analytical and numerical skills enabling robust evidence-based decisions and recommendations.
Experience managing complex projects and communicating effectively with senior stakeholders.

Qualifications
Relevant qualifications or equivalent experience in HR, people management, or related fields are desirable.
