About the Role
We are seeking a confident and experienced Planning & Development Delivery Manager to lead the operational and financial management of our Planning and Building Control services. This is a 12-month secondment opportunity/fixed term contract with hybrid working arrangements. You will be responsible for financial forecasting, systems optimisation, performance reporting, and service innovation to ensure these services remain future-ready and financially sound.
In this high-impact role, you will lead activity analysis, financial and performance monitoring across key built environment income-generating services. You will manage multiple workstreams including systems development and customer experience improvements, supporting digital transformation and service innovation. Working closely with a wide range of stakeholders across planning, regeneration, and customer service, you will make confident, data-driven decisions and help shape the future delivery of essential services.
This role requires a hands-on approach, strong organisational skills, and the ability to juggle priorities in a fast-paced environment. You will also respond to enquiries related to Planning and Building Control functions and lead multidisciplinary teams through change and delivery initiatives.

Experience
- Understanding of bookkeeping and financial management, gained through running a business, charity, club, or similar
- Experience managing budgets or services in public or private sector settings
- Strong Excel skills and a practical, problem-solving mindset
- Experience in systems development, performance management, and stakeholder engagement within the built environment sector
- Knowledge and understanding of the built environment sector and relevant operational systems
