About the Role
The Medicines and Healthcare products Regulatory Agency (MHRA) is seeking a motivated and highly organised Policy and Operations Manager to join the Policy and Operations Function within the Enablement group. This fixed-term contract role, available until 30th September 2028, supports the independent Patient Safety Commissioner within the Office of the Patient Safety Commissioner (OPSC), an independent statutory office hosted by MHRA.
This role acts as a strategic bridge between policy development and organisational delivery, providing strategic advice, operational oversight, and stakeholder engagement. The postholder will ensure the office’s business operations, governance, and planning processes align with strategic objectives and reporting standards, while leading on key policy priorities.
Key responsibilities include:
- Driving delivery of key workstreams and identifying systemic risks and opportunities to influence healthcare system improvements with evidence-based advice.
- Leading the secretariat function for the Commissioner’s Advisory Group, ensuring robust governance through accurate records and action tracking.
- Designing and overseeing governance and reporting mechanisms, including senior-level sponsorship meetings and financial planning support.
- Managing complex and high-profile correspondence, FOIs, and public enquiries from a broad range of stakeholders.
- Developing and maintaining strategic relationships across MHRA, DHSC, the wider health system, and external organisations including patient groups.
Experience
Proven experience managing a busy and varied workload, responding at pace and with agility to new priorities and demands.

Qualifications
Level 6 qualification (Undergraduate degree) or equivalent professional experience in policy, operations, health, or business-related subjects.
Desirable: Project management qualification (not essential).
