About the Role
Are you a planner with strategic skills and experience looking for a new challenge within the profession? Or do you already specialise in local government infrastructure planning for growth and seek an influential senior role? Join Dartford Borough Council and take the lead in managing our substantial Community Infrastructure Levy (CIL) funds and our strategy for delivering planned infrastructure alongside rapid development.
You will play a key role in securing new schools, healthcare, transport, and other essential facilities for growing neighbourhoods, making multi-million pound infrastructure decisions. Dartford has a new Local Plan in place and is focused on active infrastructure planning to deliver the services and facilities needed to maintain high levels of sustainable growth.
This role requires a strategic and flexible thinker eager for a challenge within a positive and integrated Planning Services section. You will work closely with and line manage a CIL monitoring officer, reporting to and supported by the Planning Strategy & Infrastructure Manager.
Dartford is a vibrant borough adjoining London on the River Thames, with excellent transport connections including Dartford rail station, Ebbsfleet International, the Fastrack bus rapid transit system, and TfL bus services. The area offers a unique mix of urban and rural environments, including Ebbsfleet Garden City, Bluewater shopping centre, and areas of natural beauty such as the River Darent valley and Ancient Woodland.

Experience
Significant and transferable experience in preparing planning policy, strategic development management, or similar strategic infrastructure planning. Demonstrable experience in developer contribution negotiations and decisions, particularly optimising the use of CIL funds, or formulating policy-based recommendations on large scale development and investment.

Strategic and flexible thinker with strong political, quantitative, analytical, and written skills. Creative problem solver with excellent communication abilities. Able to work collaboratively within a team and manage staff effectively.
Qualifications
Relevant professional planning qualifications and experience in local government infrastructure planning are desirable.
