About the Role
The Test, Learn and Grow programme (TLG) is central to the UK government’s drive for innovation and reform in public service delivery. Launched in 2024, it supports collaboration between central and local government to design, test, and scale innovative solutions addressing complex challenges and improving public service outcomes. Using a "Test & Learn" approach, the programme focuses on evidence-based improvements while alleviating pressures on public services.

As Product Strategy Lead, you will manage the day-to-day operations of the VAWG (Violence Against Women and Girls) Accelerator, a place-based project working with Islington and five other London boroughs to prototype solutions aimed at reducing VAWG. This role aligns with the Product Manager position within the Government Digital and Data framework, though the solutions developed may not be exclusively digital.

You will lead a multidisciplinary team to design, test, and scale products or solutions that reduce VAWG, working closely with public sector partners. The role requires confidence in navigating complex policy challenges, identifying strategic opportunities for change, and involves travel within the UK to collaborate with local partners.

Main responsibilities include leading the Accelerator team to define and iterate an evidence-based vision, deliver solutions through test and learn cycles, make evidence-based decisions focused on value for money, maintain delivery planning and roadmaps, share insights openly with stakeholders and senior leaders, and line manage and mentor associate product managers while supporting a community of practice across TLG.

Requirements

Experience
- Leading multidisciplinary teams including experts in user-centred design, analysis, policy, delivery, and behavioural insights to develop and test solutions to complex challenges
- Acting as escalation point for your team
- Developing clear plans and narratives for work
- Navigating complex policy and delivery landscapes to identify opportunities for change
- Successfully developing and releasing products, strategies, or solutions
- Managing stakeholder relationships across central and local government and voluntary sector to deliver outcomes
- Applying agile product management techniques such as roadmaps, prioritisation, MVP definition, and using research and analytics to inform decisions
- Using data and analytics to identify problems and evaluate success of solutions
- Supporting equity and inclusion by incorporating diverse views, including those from underrepresented groups, into product and policy work

About You
You are confident applying evidence-based and strategic thinking to develop products that support social impact. You work effectively with a range of stakeholders and apply agile ways of working to build momentum and deliver outcomes. You handle sensitive issues with professionalism and foster an inclusive environment. Experience working on reducing VAWG is helpful but not essential.

Qualifications
Relevant experience in product management, strategy, or related fields is essential. Formal qualifications are not specified but proficiency in agile and lean practices, stakeholder management, and evidence-based evaluation is required.
