About the Role
This is a 6 Month Fixed Term Contract or Secondment Opportunity for LBE staff. Ealing Council operates one of the largest property licensing schemes in London, covering Mandatory HMO Licensing, boroughwide Additional HMO Licensing, and Selective Licensing in 15 of 24 wards. With over 40,000 licensable properties, this represents more than two thirds of the private rented sector in the borough.
The Property Licensing Manager will lead and take responsibility for the success of proactive enforcement teams to tackle poor housing conditions and improve the private rented sector. This role includes oversight of multiple teams including enforcement and investigation teams, ensuring coordination and effective management.
Key responsibilities include ensuring the Council’s property licensing schemes comply with the Housing Act 2004 and related legislation, achieving scheme objectives, and developing and supporting officers within the property licensing teams. The role is supported by experienced enforcement team leaders, inspection teams, processing teams, and the Head of Service.

The Property Licensing Manager is also responsible for the management, supervision, direction, and development of enforcement officers, with a strong commitment to staff support, training, and professional development.

Experience
- Significant experience managing teams of multi-disciplinary officers
- Comprehensive knowledge and understanding of all legislation applicable to property licensing
- Experience of property licensing enforcement, including civil penalties and tribunal processes (desirable)
- Experience using Metastreet software (desirable)

Qualifications
- Fully qualified Environmental Health Officer with significant property licensing experience preferred
- Candidates with other fully equivalent qualifications and relevant professional experience will be considered
