As a Senior Business Analyst, you will thrive on solving complex problems, working across organisational boundaries, and shaping services that genuinely meet user and business needs. Your work will have visible, national impact. We seek curious, collaborative, and resilient analysts comfortable operating in complex, evolving, and often ambiguous environments. You will be passionate about understanding who uses a service, how they interact with it, and how it can be improved through iterative design and testing.
Business Analysts at HMRC play a crucial role, working collaboratively as consultants and critical friends across digital, project, and operational delivery teams to deliver fit-for-purpose solutions that maximise organisational value. You will engage in activities ranging from defining strategy and goals to creating high-level designs, eliciting requirements for programmes and projects, and supporting continuous improvement of processes and technology.
HMRC operates flexible and hybrid working policies, allowing you to balance work and personal commitments. Colleagues are expected to spend approximately 60% of their working time in the office, with up to 2 days per week working from home where suitable.
Experience
Demonstrable business analysis experience in large-scale change programmes or projects involving complex subject matter, diverse stakeholders, or intricate IT systems. Familiarity with delivery methodologies including Waterfall, Agile, and hybrid approaches. Proficiency in process modelling tools such as Microsoft Visio and notations like BPMN. Proven experience eliciting, managing, and documenting complex requirements (themes, epics, user stories) and modelling 'as-is' and 'to-be' business processes and customer journeys. Ability to align business analysis activities with organisational goals using data and user research to inform decisions, foresee challenges, and identify opportunities. Strong interpersonal and facilitation skills with the ability to build relationships, manage expectations, and communicate effectively using visual and written tools.

Qualifications
Relevant qualifications or professional memberships are desirable but not essential. Examples include BCS International Diploma in Business Analysis or individual BCS modules, and Level 4 Business Analysis Apprenticeship. Possible line management experience of other Business Analysts is advantageous.
