About the Role
The Parliamentary Commercial Department (PCD) is seeking talented and ambitious Senior Commercial Managers to join its expanding commercial function. These roles span a range of commercial specialisms within Parliament, offering the opportunity to work on high-profile, complex, and strategically important projects that support service delivery across the UK Parliament.

PCD is a Joint Department supporting both the House of Commons and the House of Lords. As part of a function responsible for commercial strategy, procurement delivery, commercial governance, and contract management, you will play a key role in ensuring Parliament delivers value for money while supporting major programmes and operational services across the Parliamentary Estate, including the Palace of Westminster, a UNESCO World Heritage Site.

As a Senior Commercial Manager, you will act as a trusted business partner to a diverse range of stakeholders, leading complex procurement activities, developing commercial strategies, and delivering successful outcomes in a uniquely high-profile environment. Working closely with directorates and programme teams, you will help shape requirements, provide commercial expertise, and ensure compliance with public procurement regulations and internal governance requirements.

Indirect Category
Advise on and deliver procurement activities covering people services, professional services, catering, corporate services, soft and hard Facilities Management, and heritage services.

ICT Category
Lead procurements supporting an ambitious digital transformation across the Parliamentary Estate. Manage multiple procurements for various digital sub-categories and high-value digital projects, ensuring commercial processes and templates are properly utilised to deliver compliant procurement procedures.

Works Category
Lead commercial activity on complex construction projects and building refurbishments across Parliamentary buildings. Deliver essential services while advising on procurement activities related to major and minor construction works, building refurbishment, building security, and infrastructure security.

Requirements

Experience
- Proven experience developing and leading commercial strategies and delivering procurement within the relevant category.
- Detailed knowledge and significant experience as a commercial professional.
- Strong understanding of compliance requirements associated with public sector procurement regulations.
- Demonstrable ability to use management information from systems to inform decision making and deliver optimum commercial solutions.
- Proven track record of leading a high-performance procurement or commercial function.
- Experience managing, motivating, and developing others, promoting an inclusive working environment.
- Proven ability to influence senior internal and external stakeholders and communicate clearly to diverse audiences both orally and in writing.

Qualifications
Candidates should hold or be working towards membership of the Chartered Institute of Purchasing and Supply (CIPS) at Level 5 or demonstrate an equivalent level of expertise gained through relevant work experience.
