About the Role
The Senior Manager, Programme Analytics – SRHR will play a central role in supporting CIFF’s SRHR leadership to make better, faster, and more evidence-informed decisions across one of the foundation’s largest and most strategically important portfolios. This role sits at the intersection of analytics, modelling, programme performance, and strategy, transforming complex data into clear insights that inform investment choices, portfolio priorities, risk management, and delivery decisions. The SRHR team manages over 150 contracts valued at more than USD 1 billion, with programme managers and analysts responsible for routine programme-level analytics. This role acts as a specialist analytical resource, enhancing rigour, consistency, and confidence in data use across the portfolio.
The postholder will provide capacity for complex modelling, cross-portfolio analysis, methodological advice, data quality improvement, and decision-focused synthesis, while building programme teams’ capability to use data effectively. Working closely with SRHR programme teams, senior leadership, the Impact Knowledge Hub, Tech4Impact, and the Technology Team, the role leads the development and use of high-quality dashboards, models, and analytical products that strengthen CIFF’s understanding of performance, risk, value for money, and potential impact.
The Senior Manager will prioritise high-value analytical questions, ensuring the right tools, systems, and partnerships are in place to answer them effectively. The role requires technical credibility combined with practical judgement: interrogating data and models rigorously, explaining implications clearly to non-technical audiences, and translating analysis into actionable recommendations for programme and investment decisions. The postholder will be hands-on enough to challenge tools and outputs while collaborating with internal technology colleagues and external partners for larger-scale dashboard and system development.
Over time, the role will embed a more data-driven operating model across the SRHR portfolio, supporting adaptive management, stronger partner performance, clearer risk escalation, and more confident senior-level decision-making. Success in the first 12-18 months includes providing SRHR leadership with a clearer, more reliable view of portfolio performance, risks, and opportunities; active use of priority models and dashboards in decisions; consistent portfolio-level insight and prioritisation; visibility and resolution of key data quality issues; and stronger analytical products supporting board reporting, external engagement, and resource mobilisation.
Experience
- Strong quantitative analysis, modelling, and forecasting experience, including epidemiological, econometric, or predictive modelling, and cost modelling or cost-effectiveness analysis.
- Expertise in R, Stata, Python, advanced Excel, Tableau, or Power BI.
- Experience developing, maintaining, or using dashboards, KPIs, and performance monitoring tools.
- Strong understanding of data quality, validation, governance, and limitations.
- Experience working across technical, programme, and operational teams.
- Ability to collaborate effectively with external partners.
- Experience managing a portfolio of USD 5-10 million and contributing to decision-making for a portfolio valued over USD 1 billion.
- Proven self-starter with pace and resilience.

Qualifications
- Desirable experience with public datasets, DHIS2, population surveys, or other health data systems.
- Awareness of responsible AI and predictive analytics applications in programme analytics and decision support.
- Experience in SRHR, HIV, global health, development, or philanthropy.
Additional Responsibilities
- Collaborate with senior leadership to develop programme analytics and operational insights strategies.
- Develop decision-support products including investment scenarios, trade-off and risk analysis, and portfolio performance insights.
- Manage data analysis grants and oversee development of epidemiological, econometric, demand forecasting, cost-effectiveness, and predictive models.
- Support design and maintenance of SRHR portfolio dashboards and integration with strategic mission dashboards.
- Ensure data validation, quality assurance, governance, and ethical use of SRHR data.
- Act as an advisory resource to programme teams on monitoring frameworks, analytical methods, and data analysis.
- Engage with technical partners, governments, multilaterals, and grantees to strengthen data quality and use of evidence.
- Mentor colleagues and promote a culture of data-driven decision-making and continuous improvement.
