About the Role
Working within the London Regional Team alongside the Assistant Director for London, this senior role plays a critical part in unlocking tens of thousands of homes across the capital through well-designed communities. You will join a highly experienced and skilled team focused on coordinating and delivering complex, large-scale regeneration projects such as New Towns. The role involves close collaboration with local authorities, the Greater London Authority (GLA), central Government, and leading private sector partners.

The team manages long-term pre-development projects requiring complex or multiple interventions to unlock delivery and drive projects forward. You will coordinate a range of Homes England interventions, including loan and equity finance, placing you at the heart of the Agency’s capacity to support housing and regeneration.

Currently, the team is working on 10-15 projects across London with the potential to deliver over 90,000 homes collectively. A key example includes the Docklands Light Railway extension between Beckton and Thamesmead, unlocking approximately 25,000 new homes. This involves working closely with multiple stakeholders including local authorities, the GLA, Transport for London, and private developers, providing funding, expertise, and acting as the key interface with Central Government.

This is a unique opportunity to contribute to London’s most transformational regeneration projects, supporting economic growth through placemaking and housing delivery. You will work with influential stakeholders and support the delivery of a range of complex workstreams that shape the future of place-based housing and regeneration in London and the wider East of England region including Oxford and Cambridge.

Experience
- Proven experience delivering complex regeneration projects and understanding the barriers to delivery.
- Strong knowledge of the development delivery process with the ability to influence projects at various stages including land assembly, design, planning, and funding.
- Ability to review complex project information, undertake analysis, and produce reports for internal and external stakeholders.
- Experience working in partnership with a wide range of public and private sector stakeholders.
- Familiarity with development appraisals, cash flows, and identifying financial risks; ability to build bespoke cash flows is advantageous.
- Knowledge of infrastructure funding and development economics is desirable.
- Experience preparing reports for senior leadership and government bodies.
- Understanding of Green Book compliant business cases or ability to produce strategic decision-support reports.
- Experience leading, managing, and inspiring teams.

Qualifications
Essential: Degree level qualification or equivalent experience as a Chartered Surveyor (MRICS), Town Planner (RTPI), urban regeneration specialist, or experience in development finance.

As a senior manager, you will be expected to support a variety of projects requiring diverse property development skills and knowledge. It is recognised that you may not have all the listed skills or experience but should demonstrate strong capability and willingness to learn.
