About the Role
This is a 12 month fixed term contract role within Ofcom’s People, Culture and Workplace (PC&W) team. As the UK’s communications regulator, Ofcom delivers vital work to keep the UK connected across phones, broadband, TV, radio, postal services, and wireless devices, while also working to make the online world safer.

The PC&W team supports the organisation strategically to ensure the right capability and ways of working are in place to meet organisational objectives, leading transformation and cultural change to support an expanding regulatory remit. The team supports colleagues throughout their journey at Ofcom, from recruitment to career progression, learning and development, diversity and inclusion, and wellbeing.

In this role, you will be the dedicated People Partner to one or two Groups within Ofcom, ensuring these client areas operate effectively and deliver the organisational strategy. You will support Group Director management teams in their day-to-day leadership and act as a key strategic partner.

Key responsibilities include partnering with Group Directors to deliver cohesive people strategies, leading organisation design, creating and delivering People Plans, coaching leadership teams, managing stakeholder expectations, identifying and removing barriers to effective operation, collaborating with Centres of Excellence (CoE) teams, and overseeing key people processes such as workforce planning, talent management, pay review, succession planning, performance management, and colleague engagement.

You will also provide oversight of risks and mitigations to senior management and lead or collaborate on complex organisational design and change projects as required.

Requirements

Experience
- Proven experience partnering at a Senior Executive level on people initiatives across the colleague lifecycle.
- Demonstrated ability to create, shape, and execute People Plans effectively.
- Strong commercial and business acumen with the ability to use data to influence decisions.
- Excellent interpersonal and stakeholder management skills, with experience building and influencing relationships at all organisational levels.
- Experience working collaboratively with Centres of Excellence and managing contracting conversations on ways of working.
- Proactive in resolving issues and removing barriers to change, supporting business readiness.
- Skilled at influencing senior stakeholders and providing constructive feedback on leadership style and impact.
- Ability to horizon scan, analyse the bigger picture, and implement course correction plans.
- Highly developed communication and influencing skills with confidence and gravitas, adaptable influencing styles.

Qualifications
