About the Role
The UK Debt Management Office (DMO) is an Executive Agency of HM Treasury responsible for debt and cash management for the UK government, lending to local authorities, and managing certain public sector funds. The DMO’s Policy team is seeking a Senior Policy Advisor to lead on a wide range of high-profile and high-impact workstreams. This role involves developing robust, evidence-based advice to HM Treasury on the government’s wholesale debt management strategies, considering the government’s debt management policy objectives, investor preferences, and developments in financial markets.

The successful candidate will work within the Financing Strategy area alongside the Gilt and Cash Dealing Desks, Research, Investor Engagement, Strategic Research, and Business Development teams. This role requires flexibility and collaboration across teams to contribute to maintaining and enhancing the UK’s reputation and credibility as a borrower of the highest international standing.

The Senior Policy Advisor will develop expertise in sovereign debt markets, lead policy development, manage individual policy projects, and prepare analysis and advice. Key responsibilities include producing high-quality evidence-based policy analysis and recommendations, preparing advice for senior management on gilt and Treasury bill borrowing programmes, leading joint policy projects and strategic initiatives, chairing internal committee meetings, and responding to ad hoc policy queries from HM Treasury and other stakeholders.

Requirements

Experience
- Proven ability to develop high-quality, evidence-based policy analysis and recommendations.
- Experience contributing to or leading policy projects or strategic workstreams.
- Strong analytical skills with the ability to gather, analyse, and interpret data.
- Proficient in using Microsoft Excel for data analysis and presentation.
- Demonstrable interest in sovereign debt markets, fiscal policy, and monetary policy.
- Experience producing clear, concise, and accurate written reports or policy papers with strong attention to detail.
- At least two years’ professional experience in a finance-related environment or policy role, demonstrating leadership across strategic and/or policy workstreams.
- Ability to work collaboratively with internal and external stakeholders and to communicate ideas persuasively.
- Ability to work independently, take ownership of work areas, and respond effectively to urgent requests.
- Comfortable leading policy workstreams, strategic initiatives, and committee meetings.

You will have a strong interest in financial markets, particularly government bond markets, and an aptitude for financial market analysis and policy development. You will be confident in presenting ideas and leading discussions, with a commitment to maintaining the UK’s reputation in sovereign debt management.

Qualifications
- An undergraduate degree with a minimum 2:1 classification or equivalent international qualification, or a higher degree (e.g., Master’s degree).
- Some familiarity with UK debt management policy and the role of relevant institutions is desirable but not essential.
