About the Role
As a Senior Public Health Strategist, you will contribute to the success of two of London’s most dynamic boroughs, Westminster and Kensington & Chelsea. You will be part of an ambitious Bi-borough Public Health team focused on improving residents’ health and wellbeing and tackling health inequalities.
This role requires turning strategy into real action by managing and reviewing programmes and services that support council priorities, meet Public Health statutory requirements, and respond to local needs. Whether focusing on prevention, partnership working, or improving health outcomes, your work will help make public health priorities tangible across both boroughs.
You will collaborate closely with colleagues, strategic leads, Heads of Service, and partners to deliver measurable public health outcomes. This involves using evidence and insight effectively, managing competing priorities, and shaping plans that can be delivered in a fast-moving local government environment.
A key responsibility is to extend public health thinking beyond the Public Health team by supporting the effective use of Public Health skills and funding across the councils, embedding public health principles into services, commissioning, and wider council activities.
You will build strong relationships with senior management teams and other stakeholders, acting as a trusted adviser who can coach, influence, and respectfully challenge when necessary. Your sound judgement, resilience, and political awareness will help unite people and maintain focus on what makes the biggest difference for residents.
Additionally, you will contribute to the wider team’s culture, development, and business planning, modelling the council’s values, behaviours, and key Public Health competencies. Experience
At least three years’ experience working in public health or a similar role within the NHS, a local authority, or another relevant setting. Proven ability to turn evidence into work that improves outcomes for residents and communities.
Confident in carrying out health needs assessments by bringing together data, information, and evidence to build a comprehensive understanding of local health needs and priorities.
Experience in evaluating public health interventions, measuring impact, and using findings to improve services or identify better approaches.
Understanding of the commissioning cycle and service design, with the ability to manage multiple projects simultaneously from conception through to delivery.
Strong relationship-building skills, comfortable working with senior stakeholders, leading meetings, and fostering trust across organisations.
Experience working with residents and communities to incorporate diverse perspectives into service design and delivery.
Analytical and curious mindset with strong quantitative analysis skills to develop proposals, challenge assumptions, and advocate for change based on evidence.
Excellent communication skills, capable of writing detailed reports, presenting to groups, and handling sensitive or contentious information with tact and political awareness.
Knowledge of best practices in public health and understanding of the wider political, financial, and organisational pressures facing local government and the NHS. Familiarity with London’s public health and NHS system, change management, or local government improvement is advantageous.
