About the Role
Targeted Intercept is part of Integrated Communications Intelligence (ICI) Operations within the National Crime Agency’s Intelligence Directorate. Working collaboratively with NCA Investigations, other intelligence departments, UKIC and wider Law Enforcement partners, the team leads the UK’s response to tackling Serious and Organised Crime through covert collection of criminal communications under the Investigatory Powers Act 2016. This role operates in a dynamic, complex and rapidly evolving operational environment, delivering critical intelligence to inform operational decisions.

As Training Manager, you will lead and manage a team of specialist trainers supporting operational training delivery to practitioners across the NCA, Regional Organised Crime Units and the Metropolitan Police Service. You will ensure learning materials are continuously adapted to meet current and future operational needs, equipping officers with the skills, knowledge and training required to tackle serious organised crime and mitigate risk.

You will be part of the management team supporting multi-year change programmes aligned with ICI’s Communications Intelligence Programme. This includes advising on and facilitating initiatives across people, process and technology, such as introducing new curricula and supporting digital learning solutions.

Key responsibilities include managing the full training lifecycle from needs analysis to evaluation, overseeing delivery of specialist training programmes including the Interception Training Programme (ITP) and the IPA 2016 national Product Handler course, and ensuring training products remain compliant with legislation, policy and technological developments. You will engage proactively with internal and external stakeholders to build partnerships, share best practice and optimise learning outcomes.

The role requires travel between UK TI sites, occasional representation at the College of Policing, and overseas travel to deliver training to NCA supported units. You will lead by example to embed the NCA culture, identity and values within Integrated Communications Intelligence.

Requirements

Experience
Proven operational experience as an Intercept Case Officer is essential and must be clearly evidenced in your CV. You should demonstrate practical knowledge of intercept operations, operational risk management, and a competent understanding of the legal safeguards governing TI capabilities. Experience of leading and delivering change to improve business or operational outcomes is required.

Strong leadership skills with the ability to manage and motivate a team, clarify business goals, and foster an inclusive culture are essential. You must have excellent communication and presentation skills, with the ability to tailor messages to diverse audiences.

Proven ability to build partnerships and work collaboratively with internal and external stakeholders is required. You should demonstrate sound decision-making skills, drawing on operational experience to inform training content and delivery.

Qualifications
There are no specific formal qualifications required beyond demonstrable operational experience and competencies as an Intercept Case Officer. However, experience in training management, curriculum design, or related professional development is highly desirable.
