About the Role
London Borough of Hackney is seeking talented, ambitious and customer-focused individuals to join our busy Parking Appeals and Debt Recovery Team. This team handles over 1300 appeals annually, including cases before the Environment and Traffic Adjudicators (London Tribunals), Traffic Enforcement Centre witness statements, and debt recovery court hearings. Officers will consider and defend appeals in front of Independent Adjudicators and, in some cases, Court Judges. Our service has achieved the highest performance among London local authorities, with 80% of cases decided in the Council’s favour at the Independent Adjudicators Tribunal over the last three years.
As an Appeals and Debt Recovery Officer, you will investigate parking-related formal appeals, compile comprehensive evidence packs for hearings, and ensure clear and compelling evidence is presented to uphold the quality of our parking schemes. You will balance traffic management demands with individual customer circumstances, identify and support vulnerable customers, and manage aspects of contracts with external enforcement providers.
We are committed to delivering a first-class customer experience based on our three service promises: providing fair outcomes, getting things right the first time, and simplifying and improving processes. Extensive training will be provided, including a Level 3 NVQ accreditation.
Parking plays a vital role in making Hackney one of London’s best places to live and work. We offer a stimulating, fast-moving, and supportive work environment with excellent benefits and opportunities for personal and professional development.
Experience
Experience in handling appeals, debt recovery, or related legal or administrative processes is desirable. Ability to manage complex cases with sensitivity and professionalism is essential.
About you
You are customer-focused, able to deliver high standards of service, and comfortable working in a fast-paced environment. You demonstrate strong decision-making skills, attention to detail, and the ability to communicate effectively with a diverse range of stakeholders. You are proactive, inclusive, and committed to upholding the Council’s values.
You will be expected to work collaboratively within a team and manage relationships with external enforcement providers. Flexibility and a willingness to learn through comprehensive training are important.
Qualifications
No specific qualifications are required to apply; however, successful completion of the Level 3 NVQ accreditation will be part of the role’s training programme.
