Introduction
The Strategic Estates (SE) team in Parliament takes great pride in caring for and improving the buildings and services that Parliament relies upon. Strategic Estates is part of the House of Commons service; however, it provides services to the House of Lords as well. The team operates on a working World Heritage site which attracts visitors from all over the world, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide.
The Property and Asset Strategy team manages the lifecycle of the buildings together with providing advice and assurance to the Project Delivery and Maintenance groups. We have a core of expert in-house staff providing continuity, direction and support to colleagues, consultants and contractors and representing the estate with key external bodies. It is staffed by Chartered professionals covering Architecture and Conservation, Fire Engineering, Environment and Sustainability, Building Services Engineering, Electronics, Control Systems Engineering, Asset Management, and Interior Design and Workspace.
The Role
We have an exciting opportunity to join the team as we are looking for a Building Condition Surveyor.
You will be responsible for leading the asset management team function and sub- consultants in the delivery of surveys and inspections of the built fabric in alignment to BS8210. You will be responsible for the delivery of all contracted asset management outputs in relation to the asset condition surveys, technical and management reports and analysis in order to inform and develop capital plans of work and influence maintenance strategies. You will work closely with colleagues across Strategic Estates including the Design Authority subject matter experts (SME's), Parliamentary Maintenance Service Team (PMST) and the department including Architectural CoW's, Project Leaders and external contractors and consultants to provide Mechanical and Electrical commissioning leadership.
You will be responsible for managing the integrated commissioning plan and schedule, ensuring equipment is tested, commissioned, and used in a timely and effective manner, and handover records are accurate.
The role will take the lead in ensuring that logical steps in the commissioning process are followed by all relevant parties. You will also play a key role in ensuring technical standards relevant to commissioning and handover are kept up to date and in line with industry best practices, along with promoting and supporting the Parliamentary soft landings process.
Some of the responsibilities for this role include:
Delivering Estate and Asset Management services, overseeing the delivery of surveys/ inspections and data analysis to identify and programme necessary capital and BAU (business as usual) works, including financial and budgetary forecasting and management.
Manage and own the live register of building condition surveys, capital project surveys and quadrennial inspections for the Parliamentary Estate, ensuring 'one single version' of the truth is maintained.
Assess and monitor asset condition data and ensure a live register of critical assets is in place and risks are managed in accordance with Parliament's integrated risk management system.
Skills and Experience
Essential
Minimum Level 4 qualification in a building surveying, M&E engineering or construction related discipline.
Member of the Royal Institution of Chartered Surveyors (RICS), Architects Registration Board (ARB) or the Chartered Institute of Buildings (CIOB)
To be successful in this role you will also demonstrate:
Experience of delivering and understanding of Estate and Asset Management services, in particular overseeing the delivery of surveys/ inspections and data analysis to identify and programme necessary capital and revenue works.
Experience of working on a historical estate with an understanding of traditional building methods and techniques.
Experience in leading a team (internal staff, sub consultants or chain supply partners) and equally working successfully within one, whilst upholding the values of equality, diversity, and inclusion.
Experience in people management, in the form of setting realistic objectives, monitoring performance, giving feedback and supporting development.
Experienced budgetary/financial management skills to deliver and administer professional services using NEC forms of Contracts to a delegated budget.
Demonstrable experience of excellent interpersonal and communication skills, both written and oral, with proven ability to influence, lead and persuade using a range of techniques at all levels across a complex organization, to high level and non- technical stakeholders.
