About the Role
The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. As an Executive Agency of the Ministry of Justice, OPG registers lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervises deputies appointed by the Court of Protection.

OPG is currently delivering an ambitious transformation programme to improve service delivery, better support adults at risk, and create accessible, affordable, high-quality services. This role sits within the OPG Transformation Directorate Change Team and supports the Benefits and Change Manager across portfolio change initiatives.

The Business Change and Benefits Support Manager will contribute to change readiness assessments, communications and stakeholder engagement, benefits management and governance, data quality assurance, compliance monitoring, change network management, and the production of governance and reporting materials. The role supports embedding change management and continuous improvement tools, ensures benefits realisation aligns with operational activities, and maintains high standards of accuracy and governance.

This is a key role in supporting OPG’s strategic objectives through effective change and benefits management within a complex portfolio environment.

Requirements

Experience
- Demonstrable experience of change and benefits management within change portfolios or transformation environments.
- Experience working with a Portfolio Management Office (PMO), governance, assurance, finance, or business change environment.
- Experience analysing complex data and presenting clear, evidence-based insights and recommendations.
- Experience engaging with multiple stakeholders including senior leaders, benefit and business owners, finance teams, and project delivery teams.
- Proficient in MS365 applications, particularly Excel and preferably Power BI.
- Excellent written, verbal, and stakeholder communication skills.
- Strong organisational and problem-solving skills with keen attention to detail.
- Strong relationship-building skills with the ability to work collaboratively across teams and functions.

About you
You will be a proactive and collaborative professional with a strong focus on delivering high-quality change and benefits management. You will have excellent communication skills and the ability to influence and engage stakeholders at all levels. Attention to detail and a commitment to governance and compliance are essential.

Desirable skills include holding or working towards a professional qualification in change or benefits management and experience supporting business case development or financial/benefits forecasting.

There are no mandatory qualifications for this role; however, professional qualifications in change or benefits management are desirable.
