As Capability & Talent Partner, you will contribute to HM Treasury’s strategic capability and talent objectives, supporting the Treasury Future Vision. You will work in partnership with Professions, Groups, external suppliers and Civil Service Learning to deliver best-in-class learning and development opportunities. Your responsibilities will include leading internal talent programmes, apprenticeship strategy, and the Leadership & Management offer, as well as designing and facilitating learning events.

You will partner with Groups to consult on capability and development needs, designing and delivering effective solutions. Key accountabilities include leading the design and strategy for talent development programmes such as Inspire and Accelerate, managing the Apprenticeship Strategy, line managing Capability & Talent Programme Managers, and continuously improving the Leadership and Management offer including the Senior Civil Service (SCS) programme.

You will also support effective use of Learning and Development budgets, deliver the Capability and Talent Strategy to build a future-ready, AI-enabled, agile Treasury, and lead the design and facilitation of learning events and digital learning content. This role requires strong communication and influencing skills to engage staff across the department and build presence within the cross-government Capability and Talent community.

Requirements

Experience
Proven experience leading the design and delivery of organisation-wide learning and talent programmes, applying adult learning principles to develop capability and achieve organisational outcomes. Expertise in facilitating engaging virtual and face-to-face learning for large and diverse audiences. Proven ability to lead the development of learning events, e-learning, videos and podcasts through others, ensuring content aligns with strategic organisational priorities.

About you
Ability to lead Capability & Talent programmes from procurement and design through to delivery and evaluation, demonstrating strong facilitation, coaching and design skills to foster a development culture. Skilled in collaborating with internal stakeholders to understand learning needs, influencing senior stakeholders, and sharing best practice across government. Experience managing relationships with external suppliers to deliver innovative solutions supporting a future-ready, agile, AI-enabled Treasury.

Desirable skills include line management or evidence of developing others, experience with apprenticeship levy management, proficiency with Adobe Creative Suite (Photoshop, InDesign), e-learning authoring tools (such as Articulate), video design and editing software, Learning Management Systems (LMS) or Learning Experience Platforms (LXP), and coaching or psychometric tools such as Insights.

Qualifications
A CIPD qualification or willingness to work towards one is required.
