As a Chartered Surveyor – Technical Lead within the Council Tax Unit, you will provide expert technical leadership on complex valuation, legislative and procedural matters. You will be a recognised specialist in Council Tax valuation, offering authoritative advice on complex proposals, appeals and emerging technical issues to ensure robust, evidence-based, and consistent decisions.
Working closely with operational leaders, quality colleagues and Chief Valuer Directorate teams, you will help shape valuation practice, strengthen technical capability and drive continuous improvement across a nationally dispersed operation. HMRC operates Flexible and Hybrid Working policies, allowing you to balance work and personal commitments. The role requires regular travel to inspect specialist sites and transport of PPE and surveying equipment. A full UK Driving Licence is essential.

Experience
- Significant experience in Council Tax valuation with advanced technical expertise in associated legislation.
- Proven ability to interpret and apply legislation, case law and wider legal principles to complex valuation matters.
- Experience providing technical leadership, sharing specialist knowledge and supporting colleagues to build capability and promote consistent valuation practice.
- Strong analytical skills to evaluate complex evidence and reach sound, balanced, well-reasoned technical conclusions.
- Experience supporting litigation by preparing and presenting cases before the Valuation Tribunal and assisting with appeals to higher courts.

Qualifications
- Full RICS Professional membership (MRICS or FRICS) or IRRV (Hons) in the valuation or real estate pathway.
