About the Role
As a City Inspector, you will play a vital role in keeping Westminster’s streets safe, clean, and well managed. Acting as a visible ambassador for the Council, you will work on the frontline within local ward-based teams or citywide response teams. Your duties will be carried out in line with the Council’s principles of regulation – proportionality, consistency, transparency, and accountability – balancing engagement, education, and enforcement.
You will inspect licensed venues including nightclubs, pubs, casinos, gambling premises, and late-night refreshment venues to ensure compliance and safety. Tackling environmental issues such as waste offences, fly-tipping, and street cleanliness will be a key part of your role, working collaboratively with partners and stakeholders.
Responding swiftly to noise complaints and anti-social behaviour, including aggressive begging, street drinking, illegal trading, and pedicabs, you will use negotiation and enforcement to resolve issues. You will proactively identify and address complex community concerns, applying relevant legislation to maintain public safety and quality of life.
Your responsibilities include recognising and mitigating public risks, educating the community on the impact of their actions, and taking formal enforcement action when necessary. Accurate evidence gathering and recording in line with policy is essential, as you may be required to give evidence in court.
You will utilise mobile inspection technology and work flexibly across all weather conditions, contributing to a 24-hour, 365-day service. As the face of the Council in the community, you will be part of a dedicated team ensuring Westminster runs smoothly day and night.

Requirements

Experience
Experience working with customers, building trusted relationships quickly and resolving conflicts calmly. Proven ability to work collaboratively with a wide range of agencies and professionals to improve public safety and deliver excellent service.

Confident in engaging with residents and businesses, able to listen carefully and influence behaviour to secure positive outcomes. Comfortable responding to complaints in person and in writing with clear, accurate, and empathetic communication. Highly organised, able to manage workload independently while meeting targets and standards. Sound judgment and ability to assess situations quickly, applying appropriate interventions based on public risk. Resilient and adaptable, able to work in all weather conditions and flexible shifts. Calm, professional, community-focused, and eager to develop through training and formal qualifications.

Qualifications
There are no specific qualification requirements; however, a commitment to training and development is essential. Confidence using IT and mobile technology to record information and complete tasks is required.
