About the Role
The Civil Service Commission plays a central role in safeguarding the integrity of public life by ensuring recruitment to the Civil Service is fair, open and based on merit. Our work spans the entire Civil Service lifecycle, from appointing senior leaders to upholding the Civil Service Code values of honesty, integrity, objectivity, and impartiality. We also regulate post-government employment of senior officials and special advisers under the Business Appointment Rules.
We are recruiting for two key roles within our high-profile organisation: HEO Senior Policy and Casework Manager and HEO Business Operations Manager. These roles offer a unique opportunity to engage across government departments and with senior civil servants and Commissioners, helping to shape the future of public service.
HEO Senior Policy and Casework Manager
This role is based within the Policy team, central to the Commission’s work with Commissioners, departments, and senior leaders. You will promote the Recruitment Principles and Civil Service Code, support their application, and engage with senior stakeholders, Commissioners, and the public. You will lead on managing exceptional appointment requests and complex casework, oversee the Commission’s inbox, deliver training, and report directly to the Board of Commissioners.
HEO Business Operations Manager
This role supports the running of the Civil Service Commission by providing expert corporate support across finance and operations. You will liaise with senior stakeholders and Cabinet Office colleagues, manage and develop finance staff, contribute to people strategy and culture change, optimise business operations, and deliver guidance on information management and data security.

Experience
- Strong organisational skills with the ability to balance multiple priorities and keep key stakeholders informed.
- Critical thinking and analytical skills to make judgements based on evidence within a framework of codes and guidance.
- Experience in leading and empowering high-performing teams and shaping their development.
- Excellent interpersonal and communication skills, able to interact confidently and professionally with stakeholders at all levels.
- Skilled in drafting advice for publication, correspondence, and briefings, adapting style as required.
- Attention to detail and ability to maintain, interrogate, and report on quantitative and qualitative data.
- Ability to interpret data and provide information clearly and appropriately.
