About the Role
Turner & Townsend is a global professional services company working across real estate, infrastructure, energy and natural resources. The Cost Intelligence & Benchmarking Manager will join the thriving Estimating and Cost Intelligence team within the Infrastructure sector, supporting the development and delivery of the Infrastructure Cost Intelligence & Benchmarking Strategy aligned with the company’s Corporate Vision to 2030 and beyond. Reporting to the Director of Cost Intelligence & Benchmarking, this role requires a self-starting individual with a strong understanding of Project Commercial Management, Project Controls, and data as a critical decision-making tool. The successful candidate will have a blend of mathematical, data science, and engineering mindset, with proven experience on major infrastructure projects, ideally within Aviation and Rail sectors.
Key responsibilities include working with the Digital team to transform Cost Intelligence & Benchmarking tools, building a strong network and community of practice, data mining, cleansing and validating data integrity, supporting team objectives, staying current with knowledge and data management developments, acting as an ambassador and professional role model, and enhancing data collection procedures to improve the data toolset.
This role demands significant autonomous problem-solving ability and the capacity to clearly articulate the narrative behind data to internal customers and clients. The position operates primarily within the Infrastructure Estimating and Cost Intelligence function and the UK Commercial community.
Experience
Significant demonstrable experience in cost intelligence and benchmarking within infrastructure projects. Proven track record in developing and leading cost benchmarking frameworks including data governance, normalisation, and comparative analysis across programmes. Experience working on major programmes and complex projects, providing benchmarking, performance analysis, and cost intelligence at portfolio or enterprise level. Experience in Aviation and Rail sectors is advantageous.

Qualifications
Degree-qualified (or equivalent) in Estimating, Quantity Surveying, or a related discipline. Desirable membership of professional bodies such as ACostE, APM, ICEAA, or RICS. Strong understanding of market trends, cost drivers, and industry intelligence. Experience using AI to capture, interrogate, normalise, and utilise large volumes of cost data is a plus.
