We have recently been appointed as the Programme Delivery Partner for a leading health programme across the UK, aimed at building and refurbishing hospitals to improve access to modern healthcare.

Following a strategic review in September 2024, hospital schemes have been rebalanced with secured funding in five-year waves. As the programme delivery partner, we are mobilising a team with a range of professional and technical capabilities across project, cost, programme, and specialist roles.

We are seeking a Cost Manager with NRM1/2 knowledge and experience to join our Cost function. This role involves preparing consistent and accurate cost estimates and elemental cost plans for capital building projects using NRM1, providing a structured methodology for cost management. You will work proactively across the programme, delivering excellence in cost management and estimating functions, and collaborate closely with internal and external stakeholders.

Key responsibilities include supporting scheme delivery to maintain control of the approved baseline, cost assurance, commercial matter resolution, risk review, and data verification. You will assure scheme performance through effective use of client policies, deliver high-quality outputs aligned to cost management tasks, and contribute to client initiatives aimed at cost savings and improved cost predictability.

The role also involves engaging with Trusts, Cost Consultants, and Contractors to maintain robust cost management and reporting, providing detailed cost analysis to support commercial decisions, managing risk, supporting business case reviews, and contributing to change control processes.

There is also an opportunity to contribute to the national health sector team and growth plan, providing guidance and mentorship to regional team members, participating in networking events, and supporting brand development.

Requirements

Experience
- Proven experience using NRM1/2 across projects of varying scale.
- Experience working within programmes of transformation and/or major projects with significant scale and complexity.
- Demonstrable track record in delivering major projects and programmes of significant value.
- Experience in construction consultancy, healthcare/life science projects, or digital software for project management is advantageous.
- Strong client-focused approach with excellent stakeholder management skills.
- Experience dealing with complex and challenging situations, resolving issues pragmatically and non-adversarially.
- Team leadership and management experience.

Qualifications
- Relevant technical qualification.
- Working towards or holding an applicable professional qualification.
- Knowledge of SOX control responsibilities is desirable and adherence required where applicable.
