About the Role
The Deputy Director for Global Capital Formation plays a critical leadership role in securing high-value inward capital investment to support the UK’s economic growth and long-term prosperity. The postholder will lead engagement with global institutional investors—including sovereign wealth funds, pension funds and major asset managers—to mobilise large-scale capital into UK priority sectors, including infrastructure, energy transition, technology and real estate. This role is central to delivering the Government’s Industrial Strategy and National Infrastructure Strategy by unlocking transformative investments, strengthening investor confidence and positioning the UK as a globally competitive destination for long-term capital.

Key Responsibilities
Strategic Leadership: Lead the development and delivery of a coherent global capital strategy aligned to UK economic priorities, including net zero, regional growth and productivity. Set clear direction for targeting priority geographies and investor segments. Ensure the UK offer is compelling, coordinated and responsive to evolving global capital trends.
Investor Engagement and Relationship Management: Own and deepen relationships with the Government’s most significant institutional and sovereign investors, acting as a trusted senior interlocutor. Build long-term strategic partnerships that unlock sustained flows of capital into UK priority sectors. Position the UK as a stable, high-value investment destination.
Opportunity Origination and Transaction Leadership: Provide investor insight into the development of investable opportunities aligned with national strategies. Lead complex, high-value investment propositions and transactions, working across government and with private sector partners to bring deals to fruition.
Barrier Resolution and Policy Insight: Unblock barriers to investment by working across Whitehall, regulators and delivery bodies to resolve commercial, policy or operational challenges. Capture and synthesise investor sentiment, providing clear, actionable feedback to Ministers and senior officials to inform policy development and improve the UK investment environment.
Cross-Government and International Leadership: Work in close partnership with DBT, HMT, other Departments and the FCDO network to deliver a joined-up HMG approach to global capital investors. Provide visible leadership across Whitehall and internationally, aligning domestic policy, overseas engagement and sector expertise. Ensure strong collaboration with posts overseas to deliver consistent and high-impact investor engagement.
Team Leadership and Capability Building: Lead, motivate and develop a high-performing team. Build capability in investor engagement, commercial acumen and transaction delivery across the Office for Investment.

Alongside your salary of £86,000, Department for Business and Trade contributes £24,914 towards you being a member of the Civil Service Defined Benefit Pension scheme. Requirements

Experience
Proven senior leadership experience with the ability to lead large, complex and geographically dispersed teams, fostering an inclusive, high-performance culture. Strong intellectual capability to interpret data and evidence, shape strategy and lead delivery across a broad and complex policy and operational landscape. Demonstrated track record of delivering high-impact outcomes, prioritising effectively, making decisions in ambiguity and responding to emerging challenges. Excellent communication and influencing skills with a strong history of engaging senior stakeholders across Government and externally. Experience working closely with business and industry, with a strong understanding of economic drivers and factors affecting growth, trade and investment. Demonstrable ability to work across organisational boundaries, leading cross-government collaboration and aligning diverse interests to achieve shared objectives.

Qualifications
No specific qualifications are mandated; however, extensive experience in senior leadership roles within government, finance, investment or related sectors is essential. A strong understanding of economic policy, investment strategies and government operations is highly desirable.
