Introduction
The Financial Services Team engages with a range of stakeholders at all levels to ensure that financial processes run efficiently and that people can easily follow them. Financial Services covers a broad range of functions including; purchasing, income, cash and treasury management, grants management, and processes that impact individuals directly such as expenses and reimbursements.
The Accounts Payable Team within Financial Services ensures invoices and requests for payment are appropriately processed, ensuring the House's obligations are duly met. This team provides key financial services for the House of Commons, including supplier management, payments processing and supporting compliance with IR35 and CIS tax requirements.
The Accounts Receivables Team ensures that money owed to the House is appropriately collected. They create sales orders, capture requests for payments and reconcile received funds, ensuring that they are properly accounted for.
The Cash Management Team ensures that the House has the correct funding to meet its obligations and liaises with HM Treasury to ensure the House is funded.
The House of Commons has recently undertaken an independent review into financial management, examining key elements of financial management, including contract and programme management, to ensure the House has robust processes and controls in place to manage its finances. The jobholder will have a key role to play in supporting the implementation of recommendations following the review.
T he Role
Depending on their role, the Deputy Finance Manager is responsible for supporting the Finance Manager for Accounts Payable or Accounts Receivable/ Cash Management to manage the outcomes of their respective teams and line management of Senior Accounts Officers.
Some of the responsibilities for this role include:
For Accounts Payable this includes maintaining the integrity of the payables ledger which enables the accurate, timely and efficient payment of House of Commons Suppliers and reimbursements. This team provides key finance services for the House of Commons, including supplier management, payments processing and supporting compliance with IR35 and CIS tax requirements.
For Accounts Receivable/Cash Management this includes the efficient processing of sales invoices, payments collection of money from sales, the appropriate treatment of cash collected on the Estate and ensuring that the organisation is sufficiently financially resourced to meet key obligations.
Skills and Experience
To be successful in this role you will demonstrate:
It is recommended that the applicant holds a level 4 finance qualification (AAT, CCAB or equivalent) and has a strong understanding of financial services, along with practical experience of their application to an organisation's financial operations.
Ability to fosters a culture of knowledge sharing and collaboration between the business, finance and other corporate services.
A business focus, with ability to identify customer needs, and react to change to manage emerging priorities to tight deadlines, respond to varying situations in a professional manner and deliver tailored operational finance processes in response to changes in the environment.
Strong organisational skills with the ability to effectively prioritise your own work as well as supervise/delegate workload of the team and team members.
