About the Role
London Borough of Harrow is looking for a passionate and motivated Enablement Community Officer to join our dedicated Enablement Service. This rewarding role offers the opportunity to make a real difference in the lives of people with learning disabilities and autism, supporting them to achieve their goals, develop independence and participate fully in their communities. Working within a strengths-based approach, you will empower individuals to build on their abilities, make informed choices and access opportunities that enhance their quality of life and future aspirations.

As an Enablement Community Officer, you will work directly with local residents, families, carers and partner organisations to develop tailored support plans that promote independence, inclusion and personal growth. You will help individuals access community activities, education, employment, volunteering, housing and independent travel opportunities, while monitoring progress through assessment and review processes. The role requires excellent relationship-building skills, as well as the ability to work independently, manage a varied caseload and coordinate support with a wide range of professionals and agencies.

Requirements

Experience
Experience working with people with learning disabilities and autism is desirable. Ability to work independently and manage a varied caseload while ensuring care needs are met and risks are appropriately managed.

About you
You will have the ability to empower people with learning disabilities and autism to achieve greater independence, choice and inclusion within their local community. You will be skilled in developing, implementing and reviewing personalised action plans based on individual strengths, aspirations and outcomes. You will support citizens to access education, employment, volunteering, housing, life skills and independent travel opportunities.

You will be able to build strong relationships with families, carers, health professionals, housing services, education providers and community organisations. You will carry out assessments, monitor progress and coordinate referrals to specialist services where appropriate. You will promote community integration by researching, developing and maintaining a database of local activities, services and opportunities.

You will apply safeguarding, health and safety, equality, diversity and data protection principles to protect and support vulnerable adults. You will produce high-quality reports, maintain accurate records and utilise IT systems effectively, including Mosaic and LifeStar. Excellent communication, interpersonal and problem-solving skills are essential to deliver a high-quality Enablement Service while embracing Harrow Council's values of Be Courageous, Do It Together and Make It Happen.
